Recommendation: Approval is hereby requested to establish a ?No Parking-

Handicapped Zone? ordinance on the east curb of First Ave beginning at a point

288 ft north of the northerly curb line of Ninth St and continuing north for

174 ft.



Background: The renovations to the security entrance at the tunnel of

the Tower of the government Center have required that the existing handicapped

parking spaces be relocated. The current capacity is for seven handicapped

vehicles to be present in the tunnel area under the Tower entrance. The

entrance modifications project is expected to take about three months to

complete. In that time a suitable substitute location for handicapped parking

is needed. Such a location is available at the entrance to the West Wing of the

Government Center. There is an existing ?No Parking - Anytime ? ordinance,

number 03-027, for the east curb of First Avenue from Ninth St to Tenth St.

However, this provision is frequently violated. There have been no safety

complaints in the area and crash records from 2008 and 2009 were checked,

showing that there were no crashes involving vehicles parking in that area.



Analysis: The proposed parking restriction will create eight parking spaces for

designated handicapped vehicles to access the Government Center by way of an

existing curb ramp on the east curb of First Ave near the entrance to the West

Wing. The length of the zone is between the two driveways to the underground

parking levels.



Financial Considerations: The cost of the ?No Parking ? Handicapped Zone?

signs will be approximately $ 125.00 each and will be charged to the Traffic

Engineering Division Operating Budget.



Legal Considerations: All No Parking ordinances require approval by Council.



Recommendations/Actions: Approve a ?No Parking ? Handicapped Zone?

ordinance along the above described segment of First Ave.
