SUBJECT: Legacy Terrace Management Agreement



INITIATED BY: Department of Community Reinvestment



Recommendation: Approval is requested to authorize the City Manager to enter

into a Management Agreement with the Housing Authority of the Columbus, Georgia

to manage and operate the Legacy Terrace Apartment Complex, 801 9th Street

a/k/a Tax Map 019 010 005.



Background: Legacy Terrace is a 17 unit Senior Living Facility located at 801

9th Street. There has been $944,367 of HOME funds utilized to construct Legacy

Terrace. The City is currently completing the purchase of Legacy Terrace. The

City desires to engage the Housing Authority to manage Legacy Terrace Complex

and render certain property management services.



Analysis: The Housing Authority will be the managing agent for the City. The

Housing Authority will be responsible for: 1) the overall operations and

maintenance of the premises; 2) collection of rents; and 3) leasing and renewal

of existing leases. The Housing Authority will manage Legacy Terrace in

accordance with HOME Program rules and regulations. The Housing Authority will

manage the facility for seniors and its Section 8 program.



Financial Considerations: The City will compensate the Housing Authority 8% of

the gross income per month. The Housing Authority will bill the City for

repairs and maintenance at cost of labor and materials plus 5%. All income

generated from the operation of Legacy Terrace will set aside for maintenance

of Legacy Terrace/Liberty District.



Legal Considerations: The City Attorney has reviewed the management agreement

and agrees to form.



Recommendations: Approve the attached resolution authorizing the City Manager

to enter into a Management Agreement with the Housing Authority of the

Columbus, Georgia to manage and operate the Legacy Terrace, 801 9th Street

a/k/a Tax Map 019 010 005.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MANAGEMENT

AGREEMENT WITH THE HOUSING AUTHORITY OF THE COLUMBUS, GEORGIA TO MANAGE AND

OPERATE THE LEGACY TERRACE APARTMENT COMPLEX, 9TH STREET A/K/A TAX MAP 019 010

WHEREAS, the City is currently completing the purchase of Legacy Terrace; and,



WHEREAS, the City desires to engage the Housing Authority to manage Legacy

Terrace Complex and render certain property management services; and,



WHEREAS, the Housing Authority will be the managing agent for the City; and,



WHEREAS, the Housing Authority will be responsible for: 1) the overall

operations and maintenance of the premises; 2) collection of rents; and 3)

leasing and renewal of existing leases; and,



WHEREAS, the Housing Authority will manage Legacy Terrace in accordance with

HOME Program rules and regulations.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to enter into a Management Agreement

with the Housing Authority of the Columbus, Georgia to manage and operate the

Legacy Terrace Apartment Complex, 9th Street a/k/a Tax Map 019 010 005.

Introduced at a regular meeting of the Council of Columbus, Georgia,
