Agenda Report # 80

TO: Mayor and Council

SUBJECT: 2006 Assistance to Firefighters Grant Program

INITIATED BY: Columbus Fire and EMS Department

Recommendation: Approval is requested to submit and if approved, accept a

grant of $73,684, or as otherwise awarded, from the 2006 Assistance to

Firefighters Grant Program (Fire Prevention and Safety Grant) and amend the

Multi-Governmental Fund by like amount.

Background: Funds have been allocated to the 2006 Assistance to Firefighters

Grant Program to improve fire prevention awareness to the citizens of Columbus.

The Columbus Department of Fire and Emergency Medical Services requests $73684

to purchase a portable Fire Safety/Sprinkler Training House ($70,000) and

assorted training videos and materials ($3,682) that will be utilized to

enhance the current fire prevention training program. The Fire Prevention

Division has an outstanding Fire Safety Educator who has taught fire safety

programs in local schools to approximately 8,481 elementary students. The

children are being taught what to do in case of a fire. In addition to current

school programs, fire safety programs are also conducted at community centers,

and health fairs. The Fire Prevention Division has several programs in place to

aid the citizens of Columbus, Georgia. The department has a smoke alarm program

established where any citizen can call and request a smoke alarm and the

department will send a fire truck to install it for the resident. The

department also teaches fire safety to many assisted living facilities in

Columbus. The Fire Prevention Division has conducted 375 fire safety programs

in 2006. To date, the division has conducted over 450 life safety inspections,

issued 386 permits and installed 98 smoke alarms. The requested equipment will

greatly enhance the current training program, thus reducing fire injuries and

deaths in Columbus.

Analysis: The requested funding will be utilized to purchase a portable Fire

Safety/Sprinkler Training House ($70,000) and assorted training videos and

materials ($3,684).

Financial Considerations: The grant is for $73,684 and requires a 20% match

($14,737). If the grant is funded, the matching funds are available through

private donations already collected.

Legal Considerations: The Columbus Consolidated Government is eligible to

receive these funds.

Recommendation/Action: Authorize the City Manager to submit, and if approved,

accept a grant of $73,684 from the 2006 Assistance to Firefighters Grant

Program.
