SUBJECT: Spirit Filled Methodist Church Lease Agreement

Recommendation: Approval is requested to enter into a three year lease
agreement with the Spirit Filled Methodist Church for the Boxwood Recreation
Center, 1101 Morris Road a/k/a 066 019 054 Columbus, Georgia and Belvedere
Recreation Center, 726 Parkwood Drive a/k/a 095 040 007 Columbus, Georgia.
Background: In 1998, Boxwood and Belvedere Recreation Centers were closed and
the activities were consolidated into the new Recreation Supercenters. The
Spirit Filled Methodist Church requested to reopen the two centers to provide
recreational, educational and community support programs. In 2007 the church
reopened the Boxwood and Belvedere Recreation Centers and agreed to provide the
cost of rehabilitation of the centers and all maintenance and upkeep of the
facilities under the terms of the lease. The church has requested to renew
the lease for an additional three-year term. The centers will be open to all
citizens of the community.
Analysis: The church?s continued use of the centers will benefit the
community with the additional recreational and educational opportunities. The
church has agreed to place fencing and gating at their own expense to improve
security at the Recreation Centers. The term of the lease agreement will be
for 3 years at $1 per year. The lease will contain an additional (3)
three-year renewal terms with Council approval of each term.
Financial Considerations: No impact to the operating budget.
Legal Considerations: The City Attorney has reviewed the lease and agrees to
form.
Recommendations: Approve the attached resolution authorizing the City Manager
to enter into a three year lease agreement with the Spirit Filled Methodist
Church for the Boxwood Recreation Center, 1101 Morris Road a/k/a 066 019 054
Columbus, Georgia and Belvedere Recreation Center, 726 Parkwood Drive a/k/a 095
040 007 Columbus, Georgia

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE YEAR
LEASE AGREEMENT WITH SPIRIT FILLED METHODIST CHURCH FOR THE BOXWOOD RECREATION
CENTER, 1101 MORRIS ROAD A/K/A 066 019 054 COLUMBUS, GEORGIA AND BELVEDERE
RECREATION CENTER, 726 PARKWOOD DRIVE A/K/A 095 040 007 COLUMBUS, GEORGIA
WHEREAS, Spirit Filled Methodist Church has been providing the Boxwood and the
Belvedere Centers services for the past three (3) years; and,
WHEREAS, Spirit Filled Methodist Church is requesting to continue the second,
three year lease to provide recreational, educational and community support
programs; and,
WHEREAS, the church will place fencing and gates at their own expensive at the
recreation centers; and,
WHEREAS, it is in the best interest in the City to continue the lease agreement
allowing Spirit Filled Methodist Church to benefit the community with the
additional recreational and educational opportunities.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to enter into a three year lease
agreement with the Spirit Filled Methodist Church for the Boxwood Recreation
Center, 1101 Morris Road Columbus, Georgia and Belvedere Recreation Center, 726
Parkwood Drive Columbus, Georgia.
