SUBJECT: Redd Avenue ? Sale of Property
INITIATE BY: Department of Community Reinvestment

Recommendations: Approval is requested of a resolution authorizing the sale
of property, which is a part of Redd (formerly Reed) Avenue Right-of-Way lying
and being in Land Lot 71, 8th District, Columbus, Georgia (Section of 23rd
Street between Hamilton Road and North Avenue).
Background: In 1991, Dr. Serrato requested the conveyance of the entire Redd
Avenue Right-of-Way. However, the adjacent property owner at the time to the
northern portion (parcel in question) objected and the northern portion of the
right-of-way was not conveyed. Per Resolution #554-91, a Quitclaim Deed was
conveyed from the City to Dr. Serrato for the southern portion of Redd Avenue
for $33,530. In 1996, Dr. Serrato bought the parcels that now comprise 708 23rd
Street. Department records indicate the City negotiated to sale of the northern
portion Redd Avenue to Dr. Serrato for $5,000. However, the records do not
indicate any evidence of Council approval or the sale of the property being
finalized and completed. At that time there were two (2) parcels with Redd
Avenue separating the two (2) parcel of property. In April of 1998, a survey
was prepared, approved, and recorded which combined the two (2) parcels and the
northern portion of Redd Avenue as if Dr. Serrato owned all three (3) parcels.
Analysis: Redd Avenue has no utility and is not a buildable lot. Redd Avenue
has no use to the City and has been abandoned. The Department of Community
Reinvestment and the Engineering Department have reviewed the documentation and
recommend approval of the disposal of said property (northern portion of Redd
Avenue) with provisions for maintaining utility rights-of-way.
Dr. Serrato now owns all adjacent property to the northern portion of Redd
Avenue. The Quit Claim Deed will clear the title to the property and convey the
property to Dr. Serrato.
Financial Considerations: The agreed upon price for the sale of Redd Avenue is
$5,000, which was the original negotiated price of the property.
Legal Considerations: This action requires Council approval.
Recommendations/Actions: Approve the resolution authorizing the sale of
property which part of Redd (formerly Reed) Avenue right-of-way lying and being
in Land Lot 71, 8th District, Columbus, Georgia (Section of 23rd Street between
Hamilton Road and North Avenue).

A RESOLUTION AUTHORIZING THE SALE OF PROPERTY WHICH IS A PART OF REDD
(FORMALLY REED) AVENUE RIGHT OF WAY LYING AND BEING IN LAND LOT 71, 8TH
DISTRICT, COLUMBUS, GEORGIA (SECTION OF 23RD STREET BETWEEN HAMILTON ROAD AND
NORTH AVENUE).
WHEREAS, the Columbus Consolidated Government has no current or future
use of plans of said property; and,
WHEREAS, the City Engineer and Department of Community Reinvestment has
reviewed this property and recommends the sale of this property; and,
WHEREAS, the parcel of land being disposed of consists is 1,551.0 +/-
square feet of a right-of-way known as Redd Avenue, (formally Reed Street), at
the agreed upon price of $5,000.00.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to execute a Quit Claim Deed
for the sale of said property for $5,000.00 to Dr. Serrato, the adjacent
property owner. Property was declared surplus and deleted from the official
street map by Ordinance on September 8, 2009.
Introduced at a regular meeting of the Council of Columbus, Georgia,
held the _________day of _____________, and adopted at said meeting by the
affirmative vote of ____________members of said Council.
