SUBJECT: Fair Housing Organization Initiative Grant



INITIATED BY: Marilyn Denson, Community Reinvestment





Recommendation: Approval is requested to submit an application and, if

approved, accept the 2013 Fair Housing Organization Initiative Grant in the

amount of $150,000 or as otherwise awarded, with no local match required, and

to amend the Multi-Governmental Fund by the amount awarded and authorize the

City Manager to execute all relevant documents for the grant.



Background: Fair Housing Organization Initiative is a highly competitive

grant that awards up to $325,000 to eligible applicants to produce fair housing

for communities. The application must address the need for the funding and how

the fund would be of use to our community. The application is for developing a

plan for capacity building for fair housing for the City. The grant is

scheduled to be awarded in the fall of 2013 and grantees will be given 24

months to complete use of the funding for fair housing. Staff is requesting

$150,000.



Analysis: Developing a plan for Capacity Building for Fair Housing in the

City.



Financial Considerations: No matching funding are required for the Fair

Housing Organization Initiative Grant.



Projected Annual Fiscal Impact Statement: There are no projected impacts.



Legal Considerations: Council must approve the pursuit of any grant.



Recommendations/ Actions: Authorize the City Manager to submit and, if

approved, accept the 2013 Fair Housing Organization Initiative Grant and

authorize the City Manager to execute all relevant documents for the grant.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR A 2013

FAIR HOUSING ORGANIZATION INITIATIVE GRANT FROM THE U. S. DEPARTMENT OF HOUSING

AND URBAN DEVELOPMENT IN THE AMOUNT OF $150,000 OR AS OTHERWISE AWARDED, WITH

NO LOCAL MATCH REQUIRED, AND TO AMEND THE MULTI-GOVERNMENTAL FUND IN THE AMOUNT

OF THE AWARD AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL RELEVANT

DOCUMENTS.

WHEREAS, the U.S. Department of Housing and Urban Development has issued a

Notice of Funding Availability for the 2013 Fair Housing Organization

Initiative Grant; and,

WHEREAS, the City of Columbus is an eligible applicant identifying a need for

the grant; and,

WHEREAS, the grant will be used for capacity building for fair housing for the

City; and,

WHEREAS, the grant award applied for is $150,000.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and

if approved, accept the 2013 Fair Housing Organization Initiative Grant of up

to $325,000 and authorize execution of all relevant documents. Authorization

is also requested to amend the Multi-Governmental Fund by the amount of the

grant.
