SUBJECT: Mental Health Court Grant



INITIATED BY: Superior Court



Recommendation: Approval is requested to accept a Criminal Justice

Coordinating Council?s Grant award of $10,857 for the purpose of providing

supplemental funding for the Muscogee County Mental Health Court, and to amend

the Multi-governmental Fund by the amount of the award. This additional

sub-grant is earmarked to provide funds for transportation for the program

during the next 12 months from July 1, 2015 through June 30, 2016. The

additional supplemental grant amount is $10,875 with no match required.



Background: An application for funding for the Muscogee County Mental Health

Court was sought through the State of Georgia Accountability Court Funding

Committee. A specific application to provide transportation of participants to

insure they are able to make their outpatient psychiatric, medical, and other

social services appointments was requested. The funding and operations of the

program is monitored and directed by the Georgia Accountability Court Funding

Committee?s Criminal Justice Coordinating Council. The Muscogee County Mental

Health Court specifically serves individuals with a history of a chronic

disabling mental illness, who are involved in the legal system in Georgia.

This sub-grant is to provide additional funding for the program for the next

fiscal year starting July 1, 2015.



Analysis: This grant is a one-year supplemental grant starting July 1, 2015

and ending in June 30, 2016. The funding will allow the existing program to

continue to provide services and to increase the number of participant?s

ability to comply with and attend their mandated treatment. Funding will

provide needed transportation to treatment, and other supports, which will

increase the participant?s ability to remain free of the legal system.



Financial Consideration: This sub-grant amount is $10,875 with the City of

Columbus required to provide no matching funds. This supplemental sub-grant

will increase the total allocation for the Mental Health Court Program from

$162,591 to $173,466.



Legal Requirements: The requirements of the Grant are to provide the services

outlined by the grant and to remain within the guidelines of the Criminal

Justice Coordinating Council.



Recommendation: Authorize a resolution to approve the receipt of the awarded

Criminal Justice Coordinating Council?s supplemental grant award for the

Muscogee Mental Health Court in the amount of $10,875 with no additional match

required, and to amend the Multi-Governmental Fund by the amount awarded. This

funding will be used to for the operational expenses of the Muscogee County

Mental Health Court program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPROVE FOR THE ACCEPTANCE

OF A GRANT FROM CRIMINAL JUSTICE COORDINATING COUNCIL TO FUND THE MUSCOGEE

COUNTY MENTAL HEALTH COURT WITH A SUPPLEMENTAL SUBGRANT AWARD OF $10,875 TO

PROVIDE FUNDING FOR TRANSPORTATION FROM JULY 1, 2015 THROUGH JUNE 30, 2016 WITH

NO LOCAL MATCH REQUIRED AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT

OF THE AWARD. THIS FUNDING AMOUNT WILL INCREASE THE TOTAL FUNDING AWARD FROM

THE ORIGINAL AWARD OF $162,591 to $173,466.



WHEREAS, funds have been made from the Criminal Justice Coordinating

Council to the Muscogee County Mental Health Court for a 12 month period from

July 1, 2015 to June 30, 2016; and,



WHEREAS, funds have been made available from the State to the CJCC to

fund Accountability Courts in the State of Georgia and the CJCC received

applications from Mental Health Courts throughout the State of Georgia; and,



WHEREAS, funds are being made available from the Federal Government to

the CJCC to fund Mental Health Courts in the State of Georgia and the CJCC has

approved application from Mental Health Courts throughout the State of Georgia.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to approve the receipt of

the Criminal Justice Coordinating Council?s supplemental award to provide

additional funding for the Muscogee County Mental Health Court in the amount of

$10,875, with no local match required, and to amend the Multi-Governmental Fund

by the amount of the award.
