SUBJECT: Policies and Procedures for the Homeownership and Small Rental

Housing Development Program



INITIATED BY: Community Reinvestment



Recommendation: Approval is requested to adopt the Georgia Department of

Community Affairs Policies and Procedures for the Homeownership and Small

Rental Housing Development Program, Section 3 policy, and

Minority/Disadvantaged Business Enterprise policy in compliance with the

Federal and State requirements of the 2014 Homeownership and Small Rental

Housing Development Program funded by the State Home Investment Partnership

Program (HOME).



Background: The City, in partnership with Neighborworks Columbus, applied and

was awarded $400,000 through the Georgia Department of Community Affairs (DCA)

Homeownership and Small Rental Housing Development Program to produce two (2)

duplexes (4 units) of affordable housing within the Beallwood Community to be

rented to low-income households. In order the be in compliance with the grant

requirements, the City must adopt DCA's Homeownership and Small Rental Housing

Development Program's Policies and Procedures, along with Section 3 and

Minority/Disadvantaged Business Enterprise policies.



Analysis: A resolution is needed to be in compliance with the Federal and

State requirements of 2014 Small Rental Housing Development Program grant.



Projected Annual Fiscal Impact Statement: The adoption of the policies and

procedures is a requirement to receive the $400,000 of grant funding.



Financial Considerations: The adoption of the policies and procedures is a

requirement to receive the $400,000 of grant funding from the Georgia

Department of Community Affairs Homeownership and Small Rental Housing Program.

There are no match requirements for this grant and all construction activities

will be funded through this program.



Legal Considerations: Council must approve the adoption of these policies and

procedures for funding.



Recommendations/ Actions: Approve the attached Resolution authorizing the

adoption of the Georgia Department of Community Affairs Policies and Procedures

for the Homeownership and Small Rental Housing Development Program, Section 3

policy, and Minority/Disadvantaged Business Enterprise policy in compliance

with the Federal and State requirements of the 2014 Homeownership and Small

Rental Housing Development Program funded by the State Home Investment

Partnership Program (HOME).

A RESOLUTION AUTHORIZING THE ADOPTION OF THE GEORGIA DEPARTMENT OF COMMUNITY

AFFAIRS POLICIES AND PROCEDURES FOR THE HOMEOWNERSHIP AND SMALL RENTAL HOUSING

DEVELOPMENT PROGRAM, SECTION 3 POLICY, AND MINORITY/DISADVANTAGED BUSINESS

ENTERPRISE POLICY IN COMPLIANCE WITH THE FEDERAL AND STATE REQUIREMENTS OF THE

2014 HOMEOWNERSHIP AND SMALL RENTAL HOUSING DEVELOPMENT PROGRAM FUNDED BY THE

STATE HOME INVESTMENT PARTNERSHIP PROGRAM (HOME).



WHEREAS, the Georgia Department of Community Affairs (DCA) has awarded the City

$400,000 through the 2014 Homeownership and Small Rental Housing Development

Program funded by the State Home Investment Partnership Program (HOME) to

develop housing within the Beallwood Community; and,



WHEREAS, the Georgia DCA conditioned the award of the grant funding on

Council's adoption of the Homeownership and Small Rental Housing Program

policies and procedures, Section 3 policy and Minority/Disadvantaged Business

Enterprise policy to be used by the City in its administration of same; and,



WHEREAS, the establishment of these policies and procedures will assist the

City in the creation of affordable housing opportunities for low and moderate

income persons and/or create employment opportunities for low and moderate

income persons.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the documents, attached hereto as Exhibit "A", "B", and "C" and

incorporated herein by reference, is hereby adopted as the polices and

procedure guidelines for the administration of the DCA 2014 Homeownership and

Small Rental Housing Development Program.
