I. FLOODING - PRESENTATION:
Director of Engineering, Donna Newman, will provide a briefing on the
flooding concerns that were not briefed on March 10, 2009.
II. ECONOMIC STIMULUS GRANTS - PRESENTATION:
Deputy City Manager Lisa Goodwin will provide a briefing on Economic Stimulus
Grant applications that have been submitted by various departments within the
CCG.
III. AMERICAN RECOVERY AND REINVESTMENT ACT - FEDERAL ECONOMIC STIMULUS GRANTS:
Authorization is requested to submit applications and, if awarded, accept
Federal Economic Stimulus Grants from the Federal Agencies under the American
Recovery and Reinvestment Act (ARRA) of 2009. An agenda report and resolution

IV. HOUSING AUTHORITY OF COLUMBUS - MANAGEMENT AGREEMENT, LEGACY TERRACE:
Authorization is requested to enter into a management agreement with the
Housing Authority of Columbus, Georgia to manage and operate the Legacy Terrace
Apartment Complex, 801 9th Street. An agenda report, agreements and resolution

V. CLEAN AIR CAMPAIGN:
Authorization is requested to enter into a partnership agreement with The Clean
Air Campaign to increase awareness of air pollution and the need to take
immediate voluntary actions to reduce pollution to assure attainment of
National Ambient Air Quality Standards (NAAQS). The Clean Air Campaign is a
not-for-profit organization that works with partners to encourage results to
reduce traffic congestion and improved air quality. An agenda report and

VI. ENVIRONMENTAL PROTECTION AGENCY - SMART GROWTH IMPLEMENTATION ASSISTANCE:
Authorization is requested to submit an application and, if approved, accept a
grant for participation into the Smart Growth Implementation Assistance (SGIA)
program from the Development, Community and Environment Division (DCED) of the
U.S. Environmental Protection Agency (EPA). An agenda report and resolution

VII. ENVIRONMENTAL PROTECTION AGENCY - DIESEL EMISSIONS REDUCTION ACT GRANT:
Authorization is requested to submit an application and, if approved, accept
$738,000 in funds from the Southeast Diesel Collaborative (SEDC) via the U.S.
Environmental Protection Agency (EPA) for clean air efforts. An agenda report

VIII. PAYROLL DEDUCTION POLICY:
Authorization is requested to adopt a new payroll deduction policy to support

IX. STREET ACCEPTANCE - ENGLISH IVY COURT AND ENGLISH IVY DRIVE:
Authorization is requested for the acceptance of a deed to a portion of English

Ivy Park. The Department of Engineering has inspected these streets and

XI. RECOVER ACT - EDWARD BYRNE MEMORIAL COMPETITIVE GRANT PROGRAM:

$248,270.00 for a 24 month period or the approved amount from the U.S.
Department of Justice, Office of Justice Programs' Bureau of Justice Assistance

1. Hybrid Low Floor Electric Buses (Annual Contract) ? RFB No. 09-0038
Scope of RFB
The Consolidated Government of Columbus, Georgia, is seeking vendors to provide
Hybrid Low Floor Electric Buses to Department of Transportation/METRA on an ?as
needed basis?. This contract will be a five (5) years with the intent to
purchase 0-5 buses per year. Contract renewal will be contingent upon the
mutual agreement of the City and the Contractor.
2. Agricultural Chemicals (Annual Contract) ? RFB No. 09-0041
Scope of RFP
Provide agricultural chemicals on an ?as needed basis? to Columbus
Consolidated Government. The contract term shall be for one year, with the
option to renew for four (4) additional twelve-month periods. Contract
renewals will be contingent upon the mutual agreement of the City and the
Contractor.

1. Rest Stop for Warm Springs Bike Trail ? RFB No. 09-0044
Scope of RFB
This work shall consist of the construction of a rest stop for the Warm Springs
Bike Trail and includes, but is not limited to, rest stop facility, gazebo and
sitting area, bike racks, landscaping, parking lot, sidewalks, etc. The
project site is located at the corner of 28th Street between Warm Springs Road
and Talbotton Road.
2. Bridge for Warm Springs Bike Trail ? RFB No. 09-0045
Scope of RFB
Provide all work required to demolish and replace the existing 145? Weracoba
Creek Bridge. Contractors shall visit the site before submitting a bid, due to
difficult access. While performing the work, the Contractor shall comply with
all Federal, State and Local laws in protecting the streambed and water.
3. Recyclable Goods Marketing Services (Annual Contract) ? RFP No. 09-0019
Scope of RFP
Columbus Consolidated Government is seeking proposals from qualified vendors to
market recyclable goods collected and processed by the Columbus Consolidated
Government and propose a sharing of revenue received from the sale of these
recyclable goods. This proposal should allow the City of Columbus Recycling
Division to collect and process recycling materials for the vendor to market
and sell. The term of the contract will be for one (1) year with the option to
renew for four (4) additional twelve (12) month periods.

4. Various Signs for Animal Care Center ? PQ No. 09-0007
Scope of PQ
Provide and install various signs at the Animal Care Center, which is located
4910 Milgen Road, Columbus GA 31907. The signs will be used to identify the
building on the outside and the different offices located inside the building.
At least five (5) calendar days before the due date, each vendor is responsible
for performing a site. Schedule the site visit by calling Ms. Drale Short,
Special Enforcement Manager, at 706-653-4512. Any questions resulting from the
Site Visit must be submitted in writing to the Purchasing Division.

1. Recruitment Advertising Services ? RFP No. 09-0020
Scope of RFP
The Columbus Consolidated Government invites qualified firms to submit
proposals to provide the Columbus Police Department with a 30-second quality
television commercial for Recruiting Purposes. In addition, the vendor should
also be able to provide other advertising media in the form or brochures,
billboards and other media resources to aid in the recruitment and retention of
officers.
Time is of the essence; therefore, the ability to immediately start on the
project and provide a quality, finished product as soon as possible will be a
major consideration in awarding of the contract.
2. Professional Architectural and Engineering Services (Annual Contract) ? RFP
No. 09-0018
Scope of RFP
Provide for professional architectural and engineering services for the
Engineering Department on an ?as needed basis?. This RFP is advertisement for
additional vendors to be added to the current contract to be utilized on a
rotational basis for each category. The contract term shall be for one year,
with the option to renew for one additional twelve-month period.
