SUBJECT: 14th Street Pedestrian Bridge Plaza - Phase II Contract



INITIATED BY: Planning Department







Recommendation: Approval is requested to enter into a contractual agreement

with the Georgia Department of Transportation (GDOT) to reconstruct the plaza

area of the 14th Street Pedestrian Bridge.



Background: Recently the city received funding under the American Recovery and

Reinvestment Act (stimulus funds) to rework the 14th Street Pedestrian Bridge.

An initial inspection of the bridge showed that additional work would be

required to reconstruct the approach to this structure. This area is not

actually part of the bridge structure, but does provide the necessary access to

the bridge.



Analysis: The project would start at the end of the bridge and go all the way

to Broadway. This work is required to insure the safety and connectivity to

the bridge itself. When completed the area will become a plaza, offering such

amenities as landscaping, benches and connectivity to both the bridge and to

the city's riverwalk.



Financial Considerations: The estimated cost for this project is $1.9

million. Funding will come from GDOT, with a required local match of twenty

(20) percent. Under the proposed contract, a maximum amount of $4.1 million

would be made available to the city. The proposed resolution requires that the

city self imposes a limit of $1.9 million for this project and requires that

any additional request for funding on this project be brought back to the

Council for approval. Funding is available under Paving Fund CIP, interest

earnings for an amount of $380,000.



Legal Considerations: Council approval is needed for this action.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into a contractual agreement with the Georgia Department of

Transportation (GDOT) to reconstruct the plaza area of the 14th Street

Pedestrian Bridge.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACTUAL AGREEMENT

WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR THE RECONSTRUCTING OF THE

14TH STREET PEDESTRIAN BRIDGE - PHASE II.

WHEREAS, the work on the 14th Street Pedestrian Bridge is currently underway

and requires additional work to be performed on the approach area at the end of

the bridge to Broadway; and,

WHEREAS, the Georgia Department of Transportation has authorized funding for

the 14th Street Pedestrian Bridge - Phase II in the amount of $4,175,000 for

this construction project, which requires a local match of twenty (20) percent;

and,

WHEREAS, the estimated cost for this project has been established at $1,900,000;

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a contractual

agreement with the Georgia Department of Transportation to secure the necessary

funding for this project. Initial funding for this project shall not exceed

$1,900,000, without Council Approval and the twenty (20) percent match will be

funded from the Paving Fund CIP Interest Earnings, in the amount of $380,000.
