Board Meeting Minutes

November 6, 2013

10:00 a.m.



A meeting of the Land Bank Authority Board was held on November 6, 2013 in the

Deputy City Manager?s Conference Room, CCG Annex Building 2nd Floor.

Call to Order/Establish Quorum



Board Chair Justin Krieg called the meeting to order. A quorum was present.



Approval of Minutes October 2013



Board Member Lance Hemmings made a motion to approve the October 2013 Minutes

as presented. Board Member Steve Anthony seconded the motion. The motion passed.



5836 Pratt Avenue



Justin met the woman that has the contract on this property for $18,000. She is

an investor and will be putting the house up for rent through the Section 8

Program to accommodate the low-moderate income specifications for the property.

There is a 2 year affordability period. The closing should take place sometime

in the first week of December, or possibly the last week of November.



Old/New Business



143 Ticknor Drive



After the last Land Bank Authority Board Meeting, Board Chair Justin Krieg was

approached by Wells Fargo Bank regarding one of their REO, bank owned

properties located at 143 Ticknor Drive. From time to time, they donate a

property they are holding to a non-profit entity. They would like to donate the

house to the Land Bank without any costs to the Land Bank if we are interested

in receiving it from them. Board Chair Justin Krieg toured the inside and

outside of the house with the Wells Fargo listing agent and feels it would be a

good move for the Land Bank Authority to accept the home and list it for sale.

There are no HUD restrictions associated with this particular property.

The Board viewed pictures of the inside and outside of the home. Other than

removing some carpeting, the home is pretty much ready to list. The lot is very

deep and flat and in a fairly well maintained neighborhood in South Columbus.

The estimated price range would be around $20,000.



A motion was made by Board Member Steve Anthony to accept the property. Board

Member Lance Hemmings seconded the motion. The motion passed.



2196 Lamore



Amy Carbajal shared another property that is available to the Land Bank

Authority, off of Forrest Road close to the Woodruff Farm Soccer Complex.

Pictures of the outside of the property were given to the Board members. Amy

will take a look at the house and land with any Board Member(s) that would like

to join her. A neighbor has a key to the home so the inside can be seen. The

property has never been probated, which may present some concerns. Amy said she

will get more information and email the Board.



East Highlands Tax Delinquent Property List



David Britt in the Tax Commissioner?s office, has the list of East Highlands

tax delinquent properties we requested. He may have it ready by the end of

today, or tomorrow. When we receive it we will have GIS do a map for the Board.



The next Land Bank Authority Board Meeting will be on Wednesday, January 8,

2014 at 10:00 a.m., in the Deputy City Manager?s Conference Room, Annex

Building, 2nd floor.
