The Chairperson introduced Mrs. Martha Works King, the challenged voter, to the

Board before calling the meeting to order.



Meeting was called to order by Mr. Walter Wright, Jr. A motion was made and

seconded to accept the minutes of the December Board Meeting. Vote was

unanimous.



S Y N O P S I S



Mrs. Martha Works appeared before the Board to address the challenge of her

voter registration status in Muscogee County. After reviewing the information

that was presented by Mrs. King, the Board found that Mrs. King is not a

qualified voter in Muscogee County. The Board based their decision on

homestead exemption that is being claimed by Mrs. Works and her husband in

Fulton County, Georgia. A motion was made by Mr. U.D. Roberts to remove Mrs.

King?s name from the electors list in this County. Motion was seconded by Mrs.

Margaret Jenkins. Vote was unanimous. Mrs. King will be mailed a certified

letter stating the Board?s decision and her alternatives. The Director

suggested that the tax bill be made a part of the minutes.



NEW BUSINESS:



The Director enlightened the Board members on the meeting that was held in

Atlanta. The pilot counties who participated in the pilot of Express Polls in

the November election were there to brief on some of their issues. Most of the

counties only used 2 Express Polls in 1 precinct. They talked about their

experiences on election day. They would not talk about things prior to

election day initially. The biggest problem encountered was with

synchronization during the day. Cobb County used 25 precincts. Cobb County

had problems with the supplemental list. The Director told the Board that we

will need to purchase a duplicator for flash cards. The Secretary of State?s

Office will update the system with all people who advanced voted until 5:00

p.m. the Friday before the election day. Saturday morning at 9:00 a.m. we will

be given a password so that we can go into the system and retrieve information

on everyone who voted since the system was downloaded. We will be allowed to

get the downloaded information onto a flash card. We will take the flash card

and place in a duplicator and duplicate the cards for each of our express

polls. An eight card duplicator is $6,000.00 and a twelve card duplicator is

$12,000.00. The flash cards are $325.00 each. We will need to purchase two

flash cards. With loading and unloading the flash cards from the express poll

to the duplicator will take fifteen minutes to do eight cards. We will have

ninety-six cards. It will take approximately three hours just to get the flash

cards ready. They will then be physically transported to Cusseta Road and put

into the Express Poll for the precincts. They will be loaded onto the carts

and be ready for pickup by 8:00 a.m. the Monday before election day on Tuesday.



If more than two express polls are networked a hub will have to be purchased.

The express polls will be brought to the Government Center on election night so

that the consolidation team can access the numbered list of voters.



There is a possibility that advanced voting will be expanded because of it

being popular with the electors.





The Staff and Director will attend an Express Poll training session February

15, 2006 at Kennesaw State University.



There being no further business to discuss, a motion was made and seconded to

adjourn the meeting. Vote was unanimous.
