MINUTES # 17-08
The Columbus, Georgia, Board of Tax Assessors met Monday, May 12, 2008 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings, Assessor Ann Grantham and Assessor Pat Hunter. Also present
was Chief Appraiser Betty J. Middleton.
Assessor Lawton Grantham made the motion to approve corrected Min#16-08;
Assessor Pat Hunter seconded the motion; motion carried unanimously.
The Board signed assessment corrections for real estate.
Met with Mr. Rodriguez regarding his personal property account # B0855101. Mr.
Rodriguez stated the boat had been leaking since 1997 and the wires have been
cut; it is not operational and very deteriorated. He said he sent a letter in
2002 about the condition of the boat; but because the letter was received late,
the letter was filed and not acted upon. He said he was filing for Chapter 13
and he needed to know what tax amount he should give them. Assessor Richard
Stallings made the motion to reduce the fair market value to $5,515 for all
years (2003 through 2007) due to condition of the boat; Assessor Ann Grantham
seconded the motion; motion carried.
Mr. Kimbrough had an appointment with the Board of Tax Assessors, but did not
appear (Parcel ID 064 014 007, 010, 011, 012 and 013).
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:

Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 1(-)

Freeport Applications: 7(Approved)

The Board asked Pers Prop Div Mgr Oliver Juhan to look at the pros and cons if
we depreciate each year unreturned assets. Also the Board discussed using the
average wholesale value for valuation of boats.
Chief Appraiser Betty Middleton and Res Div Mgr Bob O?Brien discussed with the
Board what had occurred in Court on Monday, May 5, 2008 regarding a Board of
Equalization decision appealed to Superior Court. The taxpayer had filed a
motion to have the appeal dismissed. They shared with the Board what the
Board?s attorney told them. After discussion Assessor Lawton Grantham made a
motion to continue with the case; Assessor Richard Stallings seconded the
motion. Motion carried with Assessor Pat Hunter and Assessor Richard Stallings
voting no.
