SUBJECT: 2009 Edward Byrne Memorial Justice Assistance Grant

Recommendation: Approval is requested to submit an application and accept, if
awarded, an Edward Byrne Memorial Justice Assistance grant for the Federal
fiscal year 2009 in the amount of $162,633 or as awarded, to be used by
eligible departments as determined by the departments and the City Manager at a
later date, and to amend the multi-governmental fund by the amount of the award.
Background: The Edward Byrne Memorial Justice Assistance Grant replaced the
Local Law Enforcement Block Grant program in federal fiscal year 2005. The
grant does not have a local match requirement. Eligible projects for the grant
fall into the following categories: Law Enforcement, Prosecution and Courts,
Prevention and Education, Correction and Community Correction, Drug Treatment,
and Planning, Evaluation and Technology Improvement.
Analysis: A committee with representatives of all eligible public safety, law
enforcement, and judicial departments will meet with the City Manager and agree
upon the selection of projects to be funded by this award. The application
deadline for this grant is July 9, and the grant requires that the governing
body be notified of the application of this grant at least 30 days before the
application can be submitted. The grant also requires that the public be
notified of the intent to apply for this grant and be allowed an opportunity to
review and comment on the application.
Financial Considerations: There is no local match requirement. The city is
eligible to receive $162,633. The city will have four years in which to
complete the expenditures for this grant.
Legal Considerations: Council must approve the application and acceptance of
all grants and the Mayor must sign all required certifications.
Recommendations/ Actions: Accept and approve the application and subsequent
award of the 2009 Edward Byrne Memorial Justice Assistance Grant in the amount
of $162,633, or as otherwise awarded, and amend the Multi-Governmental Fund by
like amount.

A RESOLUTION AUTHORIZING THE MAYOR OR HIS DESIGNEE TO SUBMIT AN APPLICATION AND
IF APPROVED, ACCEPT A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE IN THE AMOUNT
OF $162,633, OR AS OTHERWISE AWARDED, FOR PUBLIC SAFETY, LAW ENFORCEMENT, AND
CRIMINAL JUSTICE PROGRAMS WITHIN THE CITY, FOR PURPOSES TO BE DETERMINED BY THE
APPLICATION DEADLINE, WITH NO MATCHING REQUIREMENT, AND TO AMEND THE
MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD.
WHEREAS, the U.S. Department of Justice, Office of Justice Programs, Bureau of
Justice Assistance has announced that it is seeking applications for funding
for the 2009 Edward Byrne Memorial Justice Assistance Grant. This grant
supports a broad range of activities to prevent and control crime and to
improve the criminal justice system. Uses of these funds include local
initiatives, technical assistance, training, personnel, equipment, supplies,
contractual support, and information systems for criminal justice, as well as
research and evaluation activities that will improve or enhance: law
enforcement programs; planning, evaluation, and technology improvement
programs; drug treatment and enforcement programs; planning, evaluation, and
technology improvement programs; and crime victim and witness programs (other
than compensation); and,
WHEREAS, the Columbus Consolidated Government is eligible to receive $162,633
in funding, with no local match requirement; the Columbus Police Department,
Sheriff's Office, Fire/EMS, District Attorney, Marshal's Office, Mental Health
Court, Juvenile Drug Court, and/or Adult Felony Drug Court will use these funds
for training, equipment, contract services, and operating materials, and,
WHEREAS, the City Manager will meet with the heads or representatives of all
city departments eligible to use the funds from this grant to determine how to
best allocate the funds, after which the application for the grant will be
completed and submitted, and,
WHEREAS, the deadline for submission of this application is July 9, 2009, and
the grant requires that the governing body be notified of the application 30
days prior to submission of the application and an opportunity for public
review and comment be given.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor or his designee is hereby authorized to submit an
application and if approved, accept an FY09 Edward Byrne Memorial Justice
Assistance Grant in the amount of $162,633 or as otherwise awarded, and that
the funds will be used by the eligible departments, for the programs and
amounts decided upon by the departments and the City Manager, and to amend the
Multi-Governmental Fund by like amount.
