SUBJECT: Property Exchange - 7th Avenue property for
Holsey Chapel property 821 - 8th Street
INITIATED BY: Department of Community Reinvestment
Recommendation: Approval is requested. to enter into a landswap to acquire
property for promoting redevelopment of the Liberty District as follows: The
property consists of .55 acres of property owned by the City located along 7th
Avenue for property owned by Holsey Chapel CME Church located at 821 ? 8th
Street. The property gained by the City will be .46 acres at a cost of $31,000
plus .55 acres of City owned property. The appraisals support the exchange.
Background: The City owns approximately .55 acres of property on 7th Avenue.
It is comprised of 9 separate parcels (710, 712, 714, 716, 718, 720, 722, 724,
726 ? 7th Avenue). The property is contiguous to property currently owned by
Holsey Chapel and is being used as a surface parking lot.
The Holsey Chapel property is approximately .46 acres and is located at 821 ?
8th Street. The Church purchased the parcel from Lance at the same time the
Church purchased a building on the south side of 8th Street for an education
center. The 821 property was presumably purchased to provide parking for the
education center. The property has been cleared of all Environmental Reviews.
Analysis: The acquisition of the Holsey property is essential to executing the
redevelopment plan for the Liberty District. The property is located in the
block immediately East of the Liberty District Theatre. Through good faith
negotiations, the City and owner have agreed upon a fair and equitable exchange
of property. The appraised values of the properties reflects a $31,000
difference in the value between the Holsey property and the combine value of
the City properties. Based upon appraised values, the agreed upon terms of
the agreement are as follows:
- The City will clear the land that the City owns.
- The City will level the land so that the land surface is in the same
condition as land the Church owns.
- Holsey Chapel will receive the price difference of the value of lands of
approximately $31,000.
Financial Considerations: Funding for this transaction is available in the
Liberty District Redevelopment Fund, CIP Account 50604. The current balance
in this account is $3,058,462.
Projected Annual Fiscal Impact Statement: As a property exchange, the
maintenance requirements for the property will not exceed those currently being
performed for the City property on 7th Avenue.
Legal Considerations: The purchase of property requires Council approval.
Recommendations/ Actions: Authorize the City Manager to execute a landswap with
Holsey Chapel to promote redevelopment of the Liberty District. The swap will
consist of City owned property located at 710, 712, 714, 716, 718, 720, 722,
724 and 726 ? 7th Avenue and $31,000 cash in exchange for .46 acres of property
located at 821 ? 8th Street owned by Holsey Chapel Church.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LANDSWAP WITH HOLSEY
CHAPEL CHURCH TO PROMOTE REDEVELOPMENT OF THE LIBERTY DISTRICT. THE SWAP WILL
CONSIST OF CITY OWNED PROPERTY LOCATED AT 710, 712, 714, 716, 718, 720, 722,
724 AND 726 7TH AVENUE AND $31,000 CASH BEING EXCHANGED FOR .46 ACRES OF
PROPERTY LOCATED AT 821 8TH STREET OWNED BY HOLSEY CHAPEL CME CHURCH IN
COLUMBUS, MUSCOGEE COUNTY, GEORGIA.
WHEREAS, the City desires to acquire property in the Liberty District to
promote redevelopment of the District in furtherance of the Liberty District
Masterplan and the 1999 SPLOST Project - Liberty District Redevelopment and,
WHEREAS, the City owns approximately 0.55 +/- acres adjacent to property
currently owned by Holsey Chapel Church and the Church desires to obtain the
property for future Church expansion and,
WHEREAS, Holsey Chapel Church owns approximately .46 +/- acres in the Liberty
District which is adjacent to other properties under contract for purchase by
the City and is needed for redevelopment in the Liberty District; and,
WHEREAS, the appraised value of the properties reflects a difference in value
of $31,000 between the value of the Holsey Chapel property and the City owned
property. Based on the appraisals, it has been determined that a property
exchange plus $31,000 cash to be paid to the Church is fair and equitable; and,
WHEREAS, funding is available in the 1999 SPLOST - Liberty District
Redevelopment Account to fund this transaction and it is in the best interest
of the Consolidated Government of Columbus, Georgia to enter in the landswap
for purchase said property.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a landswap of City
owned property located at 710, 712, 714, 716, 718, 720, 722, 724 and 726 7TH
Avenue and $31,000 cash for property owned by Holsey Chapel CME Church located
at 821 8TH Street in the Liberty District. The cash amount will be funded from
the1999 SPLOST- Liberty District funds. This property swap is located in the
Liberty District to promote redevelopment of the District and authorized to
exchange.
