SUBJECT: Winn Development Corporation - Rehabilitation of existing
affordable rental housing for elderly disabled persons, located at 425 Third
Avenue Columbus, Georgia, Muscogee County, also known as Columbus Gardens.

Recommendation: Approval is requested of a resolution in support of the Winn
Development for Columbus Gardens Senior Apartments.
Background: Winn Development, with the support of the existing owner, is
applying to the Georgia Department of Community Affairs (GDCA) for Low-Income
Housing Tax Credit financing. A resolution of support from the local governing
authority is not a threshold requirement and, therefore, applications from
owners and developers can be submitted without a resolution. However, the
award of tax credits is based on a competitive process in which the applicant
can receive points for local government support in addition to a number of
other issues. A certified Resolution of Support needs to be included in the
application and must be submitted to the GDCA by July 22, 2010.
Analysis: The developer proposes to rehabilitate 100% of the 116 units of
affordable rental housing for elderly disabled persons 55 years of age or
older. This request is for an existing project called Columbus Gardens,
Columbus Gardens is 100% occupied.
Financial Considerations: N/A
Legal Considerations: There are no legal considerations for this resolution.
Recommendations/ Actions: The Planning Department recommends approval of a
resolution to support Winn Development to rehabilitate 116 units of rental
housing for elderly disabled persons, located at 425 Third Avenue, Columbus,
Georgia.

A RESOLUTION AUTHORIZING THE ADOPTION OF A RESOLUTION IN SUPPORT OF WINN
DEVELOPMENT CORPORATION FOR THE REHABILITATION OF COLUMBUS GARDENS, 425 THIRD
AVENUE, COLUMBUS, GEORGIA.
WHEREAS, the proposed rehabilitation of development known as Columbus Gardens
Senior Apartments, an affordable residential elderly disabled community; and,
WHEREAS, the project is to occur on property located at 425 Third Avenue,
Columbus, Georgia; and,
WHEREAS, Columbus Gardens consists of approximately 116 units of existing
rental housing for the elderly and disabled, which is zoned for the current
housing use.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Council hereby supports Winn Development Corporation for the
rehabilitation of existing affordable rental housing for elderly disabled
persons, located at 425 Third Avenue, Columbus, Georgia, Muscogee County, also
known as Columbus Gardens.
