SUBJECT: GACP Reimbursement Grant & Replacement Mobile Data Computers
INITIATED BY: Police Department
Recommendation: Approval is requested to authorize the acceptance of a $20,000
reimbursement grant offered by the Georgia Association of Chiefs of Police
(GACP) and further authorize the purchase of four (4) MW810 mobile data
computers from Motorola in the amount of $22,984, and amend the
Multi-Governmental Fund by the $20,000 award.
Background: The Georgia Association of Chiefs of Police (GACP) is
administering a reimbursement grant program aimed at supporting the use and
expansion of the Georgia Electronic Accident Reporting System (G.E.A.R.S.).
The purpose of this grant is to replace older computers in police vehicles that
are routinely involved in traffic enforcement and the investigation of traffic
crashes with new, more capable, computers. This is being done in order to
support and advance the use of G.E.A.R.S. as the preferred method of reporting
traffic crash data in the State of Georgia.
The Columbus Police Department has qualified for this grant and wishes to take
advantage of it by acquiring four (4) new MW810 computers from Motorola to
replace four of the older MW800 computers currently in use in our fleet. The
total cost of the four new machines is $22,984. The Police Department proposes
to purchase these four computers using the $20,000 award from the GCAP grant
and the remaining $2,984 from existing funds within the Police Department?s
General Fund budget.
Analysis: The acceptance of this grant and the subsequent purchase of the
described computers will aid in the Police Department?s continuing effort to
maintain it Patrol fleet with modern and effective computing equipment.
Financial Considerations: The funds needed for this purchase are budgeted in
this fiscal's year?s budget. $20,000 of the expended funds will be recouped
through the acceptance of the GACP reimbursement grant.
Legal Considerations: Motorola is the only known source for these computers.
They are the standard machine in the fleet and built specifically to operate
the various software packages used in our radio and Computer Aided Dispatch
Systems (CADS).
Recommendation/Action: Authorize a resolution authorizing the City Manager to
accept the GACP reimbursement grant in the amount of $20,000 and purchase the
four (4) MW810 Computers in the amount of $22,984 and amend the
Multi-Governmental Fund by the $20,000 award.

A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE, BEING THE CHIEF OF
POLICE, TO APPLY FOR AND ACCEPT, IF AWARDED, A GRANT FROM THE GEORGIA
ASSOCIATION OF CHIEFS OF POLICE IN THE AMOUNT OF $20,000 FOR THE PURCHASE OF
FOUR MOBILE DATA TERMINALS FOR POLICE CRUISERS, TO AMEND THE MULTI-GOVERNMENTAL
FUND BY THE $20,000 AMOUNT OF THE AWARD, AND TO CONTRACT WITH MOTOROLA AS SOLE
SOURCE VENDOR FOR THE PURCHASE OF THE FOUR MDT?S.
WHEREAS, the Georgia Association of Chiefs of Police (GACP) is administering a
reimbursement grant program aimed at supporting the use and expansion of the

WHEREAS, the Columbus Police Department has qualified for this grant and wishes
to take advantage of it by acquiring four (4) new MW810 computers from Motorola
to replace four of the older MW800 computers currently in use in our fleet;
and,
WHEREAS, the total cost of the four new machines is $22,984. The Police
Department proposes to purchase these four computers from using the $20,000
grant award and using existing funds available in the Police Department?s
General Fund budget for the $2,984 balance needed.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is authorized to accept the GACP reimbursement grant in
the amount of $20,000, to amend the Multi-Governmental Fund by the amount of
the award, and purchase the four (4) MW810 Computers in the amount of $22,984.
