MINUTES # 04-11
The Columbus, Georgia, Board of Tax Assessors met Monday, February 7, 2011 at
9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, Assessor Pat
Hunter, Assessor Derrick Shields and Assessor Scott Boyce present. Also present
was Chief Appraiser Betty J. Middleton.
Assessor Derrick Shields made the motion to approve Min#03-11. Assessor Ann
Grantham seconded the motion. Motion carried unanimously.
The Board reviewed and approved the following VA letters of application for VA
homestead exemptions for 2011:
Cochran 189 002 018
Copelin 109 008 020
Lynch 026 010 008
Met with Mr. Graves representing Carters Monumental Methodist Church, Inc.
regarding a request for non-taxability for PID 049 001 027. Mr. Graves stated
the church purchased the house adjacent to the church to be demolished and use
the land for parking. He said the contractor was unable to demolish the
building before January 1st. Mr. Graves was advised to make another application
for 2012, when the land was being used for parking. Assessor Ann Grantham made
a motion to grant tax exempt status for PID 049 001 027 for 2011 as a single
family residence with no income derived; Assessor Pat Hunter seconded the
motion; motion carried.
Met with Residential Division Manager Bob O?Brien, discussed which value is the
current value for PID 167 001 007. After lengthy discussion the Board delayed
any decision until consulting with the City Attorney.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr Linda King apprised the Board of a review of a parcel in litigation
with our attorney and the taxpayer?s attorney. Also she informed the Board of
the meeting with Attorney Dave Buehler representing the Housing Authority
concerning Arbor Pointe housing. Com Div Mgr Linda King also discussed with the
Board delinquent tax bills received in error for properties we are waiting for
a full lease instead of only a memorandum. The Board instructed Com Div Mgr
Linda King to compose a letter to the attorney involved for the Chairman?s
signature.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 5(-)
Appeals: 8(NC)
Approval of Freeport Applications Only: 1
Pers Prop Div Mgr Oliver Juhan presented a taxpayers? request concerning
delinquent taxes for Acct L1108691. The Board reviewed the staff?s write-up and
took no action.
Pers Prop Div Mgr Oliver Juhan informed the Board that due to heavy returned
mail of personal property tax returns mailed last week, he and staff were not
able to prepare the presentation for pers prop acct # 06857201, but would have
it ready for next week?s meeting.
The Board discussed and reviewed the wording of the policy concerning using the
closing statement for a sales price, when no monetary value is indicated on the
PT61 form or deeds. Assessor Ann Grantham made a motion to adopt the policy as
corrected; Assessor Derrick Shields seconded the motion. Motion carried.
