SUBJECT: Allocation of CHDO Set-Aside funds to Neighborworks Columbus,

Inc.



INITIATED BY: Laura McCool, Community Reinvestment Division Manager





Recommendation: Approval is requested to authorize the City Manager to enter

into a HOME CHDO Written Agreement, between the Columbus Consolidated

Government and NeighborWorks Columbus, Inc., to award Home Investment

Partnership Program (HOME) CHDO set-aside funds in the amount of $123,442.14 to

acquire and rehabilitate one (1) single-family housing unit for resale to an

income eligible household.

Background: The City of Columbus is required each year to allocate fifteen

percent (15%) of its HOME entitlement funds to a certified Community

Development Housing Organization (CHDO). NeighborWorks Columbus, Inc. is the

City's certified CHDO and they have formed a strategic partnership with the

City to provide decent, safe, and affordable housing to the low- and

moderate-income residents of Columbus. This project will assist this

partnership by providing one (1) low- to moderate-income household with a

homeownership opportunity.



Analysis: This project will rehabilitate a vacant housing unit within an

established neighborhood, return it to the tax roll, and provide a low- to

moderate income household with decent, safe and affordable housing along with

an opportunity for homeownership.



Financial Considerations: The City will provide $123,442.14 in HOME CHDO

set-aside funds to carry out the project. The HOME CHDO set-aside funding is

from a 2008 grant allocation that was not utilized and will expire if not

committed to a project and expended by September 30, 2015.



Legal Considerations: The City Attorney has reviewed and approved the proposed

HOME Written Agreement.



Recommendations: Approve a resolution authorizing the City Manager to enter

into a HOME CHDO Written Agreement, between the Columbus Consolidated

Government and NeighborWorks Columbus, Inc., to award $123,442.14 for the

acquisition and rehabilitation of a single-family housing unit to resale to an

income qualified household.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN

AGREEMENT WITH NEIGHBORWORKS COLUMBUS, INC. TO AWARD HOME INVESTMENT

PARTNERSHIP PROGRAM (HOME) CHDO SET-ASIDE FUNDS IN THE AMOUNT OF $123,442.14 TO

ACQUIRE AND REHABILITATE A HOUSING UNIT FOR RESALE TO AN INCOME ELIGIBLE

HOUSEHOLD.



WHEREAS, Neighborworks Columbus, Inc. is a long-term valuable partner

in the City's efforts to provide affordable, safe, and decent housing for

low-income residents of Columbus; and,



WHEREAS, Neighborworks Columbus, Inc. is a certified Community

Development Housing Organization (CHDO) for the City of Columbus; and,



WHEREAS, the City of Columbus must allocate its HOME CHDO set-aside

funds to a certified CHDO; and,



WHEREAS, Neighborworks Columbus, Inc. has proposed to acquire and

rehabilitate a single-family housing unit for resale to an income eligible

household; and,



WHEREAS, the City of Columbus will provide $123,442.14 in Home

Investment Partnership Program (HOME) CHDO set-aside funds for this project.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:

That the City Manager is hereby authorized to enter into a written

agreement with Neighborworks Columbus, Inc. to utilize $123,442.14 in HOME CHDO

set-aside funds for the acquisition and rehabilitation of a single-family

housing unit for resale to an income eligible household.
