SUBJECT: Veterans Court Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested for the City Manager to apply for and
accept a Criminal Justice Coordinating Council grant award of $83,189, or as
otherwise awarded, for the purpose of funding the Muscogee County Veterans
Treatment Court, and to amend the Multi-Governmental Fund by the amount of the
award. The grant amount is $74,870 with a required local match of $8,319.
Background: An application for funding for the Muscogee County Veterans
Treatment Court is submitted annually for funding of the program through the
State of Georgia Accountability Court Funding Committee. The funding and
operations of the program are monitored and directed by Georgia Accountability
Court Funding Committee?s Criminal Justice Coordinating Council. The Muscogee
County Veterans Treatment Court is one of eight (8) Accountability Courts
specifically serving veterans, who are involved in the legal system in
Georgia. The grant is to provide operational funding for the program for the
next fiscal year starting July 1, 2015.
Analysis: This grant is a one year grant starting July 1, 2015 and ending in
June 30, 2016. The funding will allow the existing program to continue to
provide services and to increase in the number of participants it will serve.
Funding will also provide needed emergency treatment and other supports, which
will increase the participant?s ability to remain free of the legal system.
Financial Consideration: This grant amount is $74,870 with the City of
Columbus required to provide a match funding in the amount of $8,319, or as
otherwise awarded.
Legal Requirements: The City is eligible to apply for this grant. If awarded
and accepted, the city will be bound to comply with the contractual
requirements for performance of this grant.
Recommendation: Authorize a resolution to approve the receipt of the awarded
Criminal Justice Coordinating Council?s Grant for the Muscogee County Veterans
Treatment Court in the amount of $74,870 with a required match of $8,319
resulting in $83,189 being actually received by the program, or as otherwise
awarded, and amend the Multi-Governmental Fund by the amount of the award.
This funding will be used to for the operational expenses of the Muscogee
County Veterans Treatment Court program
A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND
IF AWARDED, ACCEPT A GRANT FROM THE CRIMINAL JUSTICE COORDINATING COUNCIL IN
THE AMOUNT OF $74,870 WITH A LOCAL MATCH REQUIREMENT OF $8,319, OR AS OTHERWISE
AWARDED, TO FUND THE MUSCOGEE COUNTY VETERANS COURT FOR THE PERIOD OF JULY 1,
2015 THROUGH JUNE 30, 2016, AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT
AWARDED.
WHEREAS, funds have been made available in recent years from the State
of Georgia to the Criminal Justice Coordinating Council to fund Accountability
Courts throughout the State; and,
WHEREAS, the operation of the Muscogee County Veterans Treatment Court since
its inception has been funded primarily by the funds provided by the CJCC
Accountability Court funding; and,
WHEREAS, funds have been made from the Criminal Justice Coordinating Council to
the Muscogee County Veterans Treatment Court for a 12 month period from July 1,
2015 to June 30, 2016.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to apply for and accept, if
awarded, an Accountability Court grant award from the Criminal Justice
Coordinating Council to provide funding for the Muscogee County Veterans
Treatment Court in the amount of $74,870 with a local match requirement of
$8,319, or as otherwise awarded, and to amend the Multi-Governmental Fund by
the amount of the award.
