SUBJECT: Release of Demolition Lien ? 2431 14th Avenue



INITIATED BY: Community Reinvestment





Recommendation: Approval is requested to release a demolition lien in the

amount of $2,449.39 on the property at 2431 14th Avenue to construct a new

affordable housing unit.

Background: On November 7, 2016 the City received a letter from Columbus Area

Habitat for Humanity requesting a demolition lien in the amount of $2,449.39 be

released on the property located at 2431 14th Avenue. Habitat wishes to

purchase the property from the current owner in order to construct an

affordable housing unit.



Analysis: City Council has the authority to release demolition liens on

properties. Forgiving this lien will allow Habitat to take a vacant piece of

property and construct a new affordable housing unit on it. It will also allow

for reconstruction in a distress neighborhood and allow the property to

generate additional tax revenues.



Financial Considerations: Releasing the demolition lien will allow the

property to be reconstructed and generate additional tax revenues.



Legal Considerations: Council must approve the release of this demolition

lien.



Recommendations: Approve a resolution authorizing the City Manager to release

a demolition lien in the amount of $2,449.39 on the property at 2431 14th

Avenue to construct a new affordable housing unit.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE A DEMOLITION LIEN IN THE

AMOUNT OF $2,449.39 ON THE PROPERTY AT 2431 14TH AVENUE TO CONSTRUCT A NEW

AFFORDABLE HOUSING UNIT.



WHEREAS, on November 7, 2016 the City received a letter from Columbus Area

Habitat for Humanity requesting a demolition lien in the amount of $2,449.39 be

released on the property located at 2431 14th Avenue; and,



WHEREAS, Habitat wishes to purchase the property from the current owner in

order to construct an affordable housing unit; and,



WHEREAS, forgiving this lien will allow for reconstruction in a distress

neighborhood and allow the property to generate additional tax revenues;



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to release a demolition lien in the

amount of $2,449.39 on the property at 2431 14th Avenue to construct a new

affordable housing unit.
