SUBJECT: Allocation of HOME funds for the Columbus Cottage Program



INITIATED BY: Laura McCool, Community Reinvestment Division Manager





Recommendation: Approval is requested to authorize the City Manager to enter

into a HOME Written Agreement, between the Columbus Consolidated Government and

NeighborWorks Columbus, Inc., to award Home Investment Partnership Program

(HOME) funds in the amount of $252,624 to demolish and reconstruct four (4)

housing units for the elderly as part of the Columbus Cottage Program.

Background: The City of Columbus and NeighborWorks Columbus, Inc. has formed a

strategic partnership to provide safe, sanitary, efficient housing for the

senior/elderly homeowners living in substandard housing. The City and

NeighborWorks have identified, through their various housing programs,

homeowners living in substandard conditions, which their existing programs are

unable to assist. The Columbus Cottage Program is designed to improve the

living conditions of the elderly and/or disabled residents living in

substandard (unsafe, unsanitary and unlivable) living conditions by providing a

new home (cottage) to live.



Analysis: The Columbus Cottage Program will be on a referral basis with the

highest priority going to senior/elderly homeowners (60+) who are low-income

(80% or below AMI). The program will provide the homeowner with at-least a

new one-bedroom (750 sq. ft.) cottage. Through the partnership, the current

structure will be demolished and a new structure will be constructed on the

existing homeowner?s property.



Financial Considerations: The City will provide $252,624 in HOME funds to

carry out the program. The HOME funding is from prior years grant allocations

that were not utilized and will expire if not committed to a project by July

31, 2015.



Legal Considerations: The City Attorney has reviewed and approved the proposed

HOME Written Agreement.



Recommendations: Approve a resolution authorizing the City Manager to enter

into a HOME Written Agreement, between the Columbus Consolidated Government and

NeighborWorks Columbus, Inc., to award $252,624 for the Columbus Cottage

Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN

AGREEMENT WITH NEIGHBORWORKS COLUMBUS, INC. TO ADMINISTER THE COLUMBUS COTTAGE

PROGRAM AND TO AWARD HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS IN THE

AMOUNT OF $252,624 TO DEMOLISH AND RECONSTRUCT FOUR (4) HOUSING UNITS FOR

ELDERLY HOMEOWNERS CURRENTLY LIVING IN SUBSTANDARD HOUSING.



WHEREAS, Neighborworks Columbus, Inc. is a long-term valuable partner

in the City's efforts to provide affordable, safe, and decent housing for

low-income residents of Columbus; and,



WHEREAS, the City of Columbus finds it necessary fund an Owner Occupied

Housing Reconstruction Program; and,



WHEREAS, Neighborworks Columbus, Inc. has agreed to administer an Owner

Occupied Housing Reconstruction Program called the Columbus Cottage Program;

and,



WHEREAS, the City of Columbus will provide $252,624 in Home Investment

Partnership Program (HOME) funds for the Columbus Cottage Program; and,



WHEREAS, Neighborworks Columbus, Inc. has agreed to construct four (4)

cottages for elderly Columbus residents.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a written

agreement with Neighborworks Columbus, Inc. to utilize $252,624 in HOME funds

for the administration of the Columbus Cottage Program and to demolish and

reconstruct four (4) housing units for low-income elderly homeowners.
