I. SOUTH COLUMBUS MULTI-USE TRAIL SUPPLEMENTAL AGREEMENT - TRAILHEAD AND BRIDGE
WORK:
Authorization is requested to enter into a supplemental agreement with
Heath Lineback Engineers and subcontractors to provide architectural design
work for the proposed trailheads and for redesign work needed for the former
railroad bridge. Cost for this design work is $79,000 and will be paid from
the TIA Budget. An agenda report, scope, letter of agreement and resolution

II. SOUTH COLUMBUS MULTI-USE TRAIL - PHASE II- PEDESTRIAN CROSSING AT VICTORY
DRIVE:
Authorization is requested to enter into a supplemental agreement with
Heath Lineback Engineering to design a pedestrian bridge across Victory Drive
for the proposed new South Columbus Multi-Use Trail for $128,784 from the
Enterprise Zone Program. An agenda report, map and resolution are attached.

III. LANDSCAPING IMPROVEMENTS AT I-185 AND VICTORY DRIVE:
Authorization is requested to enter into a Memorandum of Agreement
(MOA) with the Georgia Department of Transportation (GDOT) for general
maintenance improvements to the interchange at I-185 and Victory Drive. GDOT
will provide $205,000 as a one time grant for these general maintenance items
with no match required. An agenda report, maintenance agreement, MOU and

IV. CITY OVERHEAD AND UNDERGROUND RIGHT OF WAY EASEMENT AGREEMENT
WITH FLINT MEMBERSHIP CORPORATION (FLINT EMC):
Authorization is requested to execute a City Overhead and Underground
Right of Way Easement between the Flint EMC and the City of Columbus, Georgia
for Flint EMC to connect services at the Department of Motor Vehicles (DMV)
building for the Birth Certificates facility required by DMV, located on

V. FY15 PUBLIC DEFENDER CONTRACT:
Authorization is requested to enter into an agreement for Indigent
Defense Services with the Circuit Public Defender's Office of the Chattahoochee
Judicial Circuit in the amount of $1,378,444 from July 2014 to June 2015 and
authorize payment to Georgia Public Defender Standards Council (GPDSC) for
$871,917 and $43,596, 5% administrative fee (GPDSC payment is included in the
total amount of $1,378,444); authorize the Mayor and/or City Manager to have

VI. HOME VISITING PROGRAM (PARENTS AS TEACHERS, HEALTHY FAMILIES):
Authorization is requested to submit an application and, if approved,
accept a grant of $297,000, or as otherwise awarded, from the Governor?s Office
for Children and Families (Federal Maternal, Infant and Early Childhood Home
Visiting Program), with no local match required, and adjust the
Multi-Governmental Fund by the amount of the award. An agenda report and

VII. NURSE FAMILY PARTNERSHIP HOME VISITING PROGRAM:
Authorization is requested to submit an application and if approved
accept a grant with no local match required from the Governor?s Office for
Children and Families (Federal MIECHV/Health and Human Services/HRSA) for up to
$491,000, for the period of January 1, 2015 through December 31, 2015, with
Nurse-Family Partnership, a Colorado nonprofit corporation, which is
automatically renewable annually if funding through the Governor?s Office for
Children and Families is available. Approval is also requested to amend the
Multi-Governmental Grant Fund by the award of the grant. An agenda report and

VIII. GEORGIA CRIMINAL JUSTICE COORDINATING COUNCIL GRANT - FY2015/13 SEX
OFFENDER REGISTRATION AND NOTIFICATION ACT (SORNA) TECHNOLOGY PROGRAM:
Authorization is requested to submit an application and if approved
accept a $17,480 grant, or the approved amount, with a cash required cash match
of $6,770 from the Georgia Criminal Justice Coordinating Council and amend the
Multi-Governmental Fund by the amount of the award. An agenda report and

IX. STREET ACCEPTANCE - THAT PORTION OF FOXHALL COURT LOCATED IN SECTION FOUR,
BRIDGEMILL:
Authorization is requested for the acceptance of a deed to that portion
of Foxhall Court located in Section Four, BridgeMill. The Engineering
Department inspected said street and recommends acceptance of same. An agenda

A Mandatory Pre-Bid Conference/Site Visit is scheduled at 9:30 AM (Eastern) on
Wednesday, August 13, 2014. Vendors shall convene at the front of the building
located at 525 10th Avenue in Columbus, Georgia. Vendors will be allowed a
10-minute grace period. Any vendor who is not present in front of the building
within 10 minutes after the time slated for the beginning of the mandatory
pre-bid conference/site visit shall not be allowed to participate any further
in the bid process.

Scope of Bid
The Consolidated Government of Columbus, Georgia (the City) is seeking vendors
to provide 30? Foot Low Floor Trolley Buses to METRA on an ?as needed? basis.

Scope of RFP
Columbus Consolidated Government (the City) is soliciting competitive sealed
proposals from experienced, qualified firms to provide all necessary services
to take up, remove and dispose of (including salvage and sale) railroad track
materials located on and to restore land owned by the City of Columbus. This
land is located on the rail line and associated real property known as the Fort
Benning Railroad line. This land (hereinafter referred to as the ?Real
Property? or the ?Land?), is more particularly shown on Attachment A, attached

Scope of RFP
The Columbus Consolidated Government is requesting proposals from qualified
vendors to provide soft body armor for Public Safety Officers to include:
Police, Marshal and Sheriff Departments of the Columbus Consolidated Government
on an ?as needed basis?. The contract period will be for two (2) year with the
option to renew for three (3) additional twelve-month periods.

1. Redevelopment Plan for Claflin School ? RFP No. 14-0002
Scope of RFP
The City of Columbus is requesting proposals from experienced, creative
architects, building and real estate development firms OR a philanthropic
individual or nonprofit group to present a redevelopment plan for adaptive
reuse of the Claflin School building that will be consistent with applicable
deed restrictions and preserve the historic site.
