MINUTES # 15-07



The Columbus, Georgia, Board of Tax Assessors met Wednesday, April 11, 2007, at

2:00PM with Chairman William Braxton, Assessors Lawton Grantham, Richard

Stallings, Ann Grantham, and Pat Hunter present. Also present was Chief

Appraiser Betty J. Middleton.



Assessor Ann Grantham made a motion to approve Minutes #14-07, Assessor Richard

Stallings seconded the motion, motion carried unanimously.



Assessor Ann Grantham made a motion to excuse Assessor Lawton Grantham on April

4, 2007; Assessor Richard Stallings seconded the motion; motion carried.



The Board approved a Development Authority bond letter for the Hilton Gardens

Inn Project for 2007.



Mrs. McCullars representing the Tax Commissioner?s Office appeared regarding

homestead exemption for Parcel ID 084 035 002. Mrs. McCullars explained why the

Tax Commissioner?s Office had not allowed Mrs. Williams? homestead exemption

for 2007. She said the house is in the father?s name and there are no prior

indications that she was living there and she had made no application for

homestead exemption.



Met with Mrs. Williams regarding homestead exemption for property located at

4003 Sealy Ln (Parcel ID 084 035 002). Mrs. Williams stated she moved to

Columbus during 2006 to take care of her father who was ill. She said he passed

away in the Fall of 2006 and having to take care of everything after his death,

she did not think of coming in to file an application for the homestead

exemption. The Board advised her that Georgia Code does not allow them to

reinstate the homestead exemption. The Board took no action.



The Board met with Attorney Hargrove to discuss their options regarding a

potential litigation matter.



Met with Commercial Division Chief Linda King, reviewed and approved the

following:



Multi-Years Appeals: 15(-)



The Board approved tax exempt status for parcel Ids 017 016 004, 004 015 010,

004 015 015 and 004 015 007, which were reviewed by the Commercial Division.

Chief Appraiser Betty Middleton and Com Div Chief Linda King discussed with the

Board of Tax Assessors procedure changes regarding certifications for

Development Authority bonds issuance.



Met with Personal Property Division Chief Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 1(-)

Freeport Exemptions Only: 11 (Approved)

1 (Denied)

Appeal: 1 (NC)



Discussed a letter to taxpayers for personal property returns received by

certified mail and no USPS postmark to indicate timely filing. The Board

approved the letter with minor changes.



The Board asked Pers Prop Div Chief Oliver Juhan and Attorney Hargrove to draft

a response to the representatives of account numbers 01286401, P0618301 and

X0200501 regarding continuing litigation.
