SUBJECT: Accountability Court Agreement with the New Horizons
Community Service Board
INITIATED BY: Judge Frank J. Jordan
Recommendation: Approval is requested for the City Manager to enter into an
agreement with New Horizons Community Service Board to provide screening and
treatment services for Accountability Courts in Muscogee County.
Background: Approve a resolution authorizing the City Manager to enter
into an agreement with the New Horizons Community Service Board to provide
screening and treatment services for Accountability Courts in Muscogee County.
Analysis: The New Horizons Community Service Board has the personnel,
facilities and ability to provide screening and treatment services for the
Accountability Courts.
Financial Considerations: Funding will come from existing Accountability
Courts grants.
Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government
will not be required to continue this agreement when the grant funds have been
expended.
Legal Considerations: The Columbus Consolidated Government has the legal
authority to enter into an agreement with the New Horizons Community Service
Board.
Recommendations/ Actions: Approve a resolution authorizing the City Manager to

A RESOLUTION
NO. _____
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE
NEW HORIZONS COMMUNITY SERVICE BOARD TO PROVIDE SCREENING AND TREATMENT
SERVICES TO ACCOUNTABILITY COURT PARTICIPANTS.
WHEREAS, funds have been made available from the Criminal Justice Coordinating
Council to the Accountability Courts in the FY14 Grants for the screening and
treatment of Accountability Court participants; and,
WHEREAS, New Horizons Community Service Board has the personnel, facilities and
ability to provide screening and treatment services to the Accountability
Courts; and,
WHEREAS, the Accountability Court Administration has reviewed the ability of
various agencies to provide screening and treatment services and concluded that
the New Horizons Community Service Board could best meet the needs of the
Accountability Courts; and,
WHEREAS, the Criminal Justice Coordinating Council requires no local match for
this grant; and,
WHEREAS the Columbus Consolidated Government will not be required to continue
this agreement when the grant funds have been expended.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an agreement
with the New Horizons Community Service Board to provide screening and
treatment services for Accountability Courts in Muscogee County on an as needed
basis.
