AN ORDINANCE
NO.
An ordinance requiring elected officials and all departments of the
consolidated government to seek Council approval for expenditures exceeding
budgeted appropriations; and for other purposes.

THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
SECTION 1.
All elected officials and departments of the consolidated government
must receive Council approval before expenditures are incurred exceeding
budgeted appropriations for any fiscal year. Such requests for approval must
be scheduled before Council by the Finance Director.
SECTION 2.
This ordinance shall not apply to emergency expenditures approved by
the Mayor, City Manager and Finance Director, nor to risk management
settlements or legal expenses approved by the City Manager and City Attorney,
nor to payment of other expenses from budgeted funds or reserves approved by
the City Manager, City Attorney and Finance Director.
SECTION 3.
This ordinance shall not apply to funds disbursed from offsetting
revenue collections or to statutory forfeiture funds disbursed with approval of
the Finance Director.
SECTION 4.
This ordinance shall become effective July 1, 2013.
SECTION 5.
All ordinances and parts of ordinances in conflict with this ordinance
are hereby repealed.
