SUBJECT: Property Disposition ? Golden Park - 110 4th Street (tax map
002 017 001)

Recommendation: Approval is requested to declare the property at 110 4th
Street a/k/a 002 017 001 (Golden Park), as surplus and authorize the sale of
5.53 acres +/- in Columbus, Muscogee County, Georgia for a minimum value of
$3,735,000.
Background: The property was conveyed to the City from the Commissioners of
Commons of the City of Columbus on January 30, 1928. It consists of a 4,500
seat baseball stadium that was renovated in 1994 in anticipation of the
softball events of the 1996 Summer Olympics. It was utilized as home to minor
league baseball teams until 2008. Currently the park is primarily used for
special events. For the past several years the expenses have exceeded the
revenues by an average of $83,000 per year.
The City contracted with a licensed appraiser to conduct an appraisal of the
property. The fair market value based on highest and best use was determined to
be $3,735,000. If approved for surplus the property would be disposed of in
accordance with the Columbus Charter, Chapter 5, Section 7.501 - Sale and
Disposition of Property.
Analysis: The property is currently not being utilized as home to any minor
league baseball team, but is being leased several times per year to hold
special events. The park currently requires approximately $2.7 million in
renovations. The City is losing approximately $83,000 per year on the
maintenance and utilities costs at the facilities.
Financial Considerations: The property will be sold to the maximum bid with
the starting asking price of $3,735,000. Currently the City is losing
approximately $83,000 per year because the utilities and maintenance are
exceeding the revenues. Selling the property to a private entity would also
allow the property to be placed back on the tax roll.
Legal Considerations: The property can be sold in accordance with Section 7-501
of the Columbus Charter.
Recommendations/ Actions: Approve the attached Resolution to declare the
property at 110 4th Street a/k/a 002 017 001 (Golden Park), as surplus and
advertise and sell said property in accordance with Section 7-501 of the
Columbus Charter.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 110 4TH STREET A/K/A 002
017 001 (GOLDEN PARK), AS SURPLUS AND TO ADVERTISE, AND SELL IN ACCORDANCE WITH
SECTION 7-501 OF THE COLUMBUS CHARTER.
WHEREAS, the above mentioned property is owned exclusively by the Columbus
Consolidated Government; and,
WHEREAS, the property is only being utilized a few time per year for special
events; and,
WHEREAS, Columbus Consolidated Government is losing approximately $83,000 per
year due to its current condition; and,
WHEREAS, the appraised value of the property is $3,735,000 and the City would
benefit from the potential revenues; and,
WHEREAS, surplus real property owned by the Columbus Consolidated Government
must be conveyed in accordance with Section 7-501 of the Columbus Charter.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to declare property at 110 4th
Street a/k/a 002 017 001, as surplus and authorize the sale in accordance with
Section 7-501 of the Columbus Charter, and subject to confirmation of Council,
execute all contracts agreements and understandings related to the conveyance
of the property.
