SUBJECT: Drainage Easement Georgia National Guard



INITIATED BY: Donna W. Newman, Director of Engineering







Recommendation: Approval is requested to obtain a drainage easement from

Georgia National Guard on property located at 2502 Victory Drive and consisting

of a 30 foot strip.



Background: The City is having to replace an existing 18" storm sewer

that is undersized, plugged and creating flooding conditions on 25th Avenue

and a property across the street. The system will be replaced with a new 36"

Reinforced Concrete Pipe. The easement is shown on a drawing entitled

"Proposed Drainage and Utility Easement, 25th Avenue Storm Sewer Replacement "

as prepared by the Department of Engineering.



Analysis: An easement is required from the adjoining property owner for

installation of the system across private property.



Financial Considerations: There will be no additional charge for the easement.



Legal Considerations: Georgian National Guard has requested a approved document

from Council in order to approve the easement.



Recommendations/ Actions: Approve the Resolution authorizing the City Manager

to obtain a drainage easement from the Georgia National Guard located at 2502

Victory Drive.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO OBTAIN A 30 FOOT DRAINAGE EASEMENT

LOCATED ON VICTORY DRIVE FROM GEORGIA NATIONAL GUARD AND SHOWN ON DRAWING

ENTITLED " PROPOSED DRAINAGE AND UTILITY EASEMENT, 25TH AVENUE STORM SEWER

REPLACEMENT, COLUMBUS, MUSCOGEE COUNTY, GEORGIA AND PREPARED BY THE DEPARTMENT

OF ENGINEERING.

WHEREAS, the City desires to replace an existing storm sewer system that serves

the City right of way that is undersized and plugged thus creating flooding

conditions for 25th Avenue and an adjacent property; and,

WHEREAS, the City desires to construct the system through the property

currently owned by Georgia National Guard; and

WHEREAS, an easement is required to perform work on private property.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to obtain a 30 foot drainage

and utility easement from the Georgian National Guard for property located on

Victory Drive as shown on drawing entitled " Proposed Drainage and Utility

Easement, 25th Avenue Storm Sewer Replacement, Columbus, Muscogee County,

Georgia and prepared by the Department of Engineering.
