MINUTES # 41-07
The Columbus, Georgia, Board of Tax Assessors met Monday, October 29, 2007 at
9:00AM with Chairman William Braxton, Assessors Lawton Grantham, Richard
Stallings, Ann Grantham and Pat Hunter present. Also present was Chief
Appraiser Betty Middleton.
Assessor Lawton Grantham made the motion to approve Min#40-07; Assessor Pat
Hunter seconded the motion; motion carried unanimously.
The Board signed assessment corrections for real estate.
Met with Mr. Turner regarding the valuation of his property located at 4113
Rosemont Drive (Parcel ID 035 005 015). Mr. Turner stated his property was
valued too much for the location and comparisons with other parcels in the
area. He said we used sales, which were not arms length because the purchasers
were not knowledgeable of the market and sales from realtor to realtor with the
seller giving all commission to purchasers. He also made a statement about the
City dumping water onto the property causing damage. He said he had never
received a copy of our appraisal of the property after several requests. The
Board explained to Mr. Turner that we do mass appraising, which is different
from fee appraising, where he would receive a copy of the appraisal. Mr. Turner
was concerned that the GA Code refers to apartments with 4 units or more being
classified as commercial property. He said insurance companies and other
entities classify more than 4 units as such. After discussion Assessor Ann
Grantham made a motion to adjust the value on all 6-unit buildings to $185,300,
Assessor Richard Stallings seconded the motion, motion carried.
Met with Mrs. MacLachlan regarding the valuation of her property located at
4100 Cusseta Rd (Parcel ID 064 028 002). Mrs. MacLachlan stated the City told
her to remove some of her apartment buildings and her tax bill was the same.
Mrs. King explained to Mrs. MacLachlan that her buildings were not torn down
before January 1, 2007 and that would be recognized for 2008. Mrs. MacLachlan
said with the club?s patrons across from her property blocking the driveway, it
is causing problems with her tenants not being able to go and come. She said
she had made a complaint to the Police Department. Mrs. MacLachlan did not have
an appeal. The Board took no action.
Met with Residential Division Manager Bob O?Brien to discuss pending litigation.

Met with Commercial Division Manager Linda King, reviewed and approved the

Chief Appraiser Betty Middleton and Com Div Mgr Linda King gave the Board an
overview on
HR-900, for which they attended a seminar last week.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Chief Appraiser Betty Middleton presented a letter from the real estate owner
concerning PP # 05665801 stating that Mrs. Thomas was a tenant in 1999 but not
in 2000. Assessor Ann Grantham made a motion to remove the value for 2000 and
2001 since the property was erroneously assessed. Assessor Richard Stallings
seconded the motion; motion carried.
