SUBJECT: Allocation of CDBG funds for Winterfield Community Clean-Up

Event



INITIATED BY: Community Reinvestment Department





Recommendation: Approval is requested to enter into a CDBG agreement with Keep

Columbus Beautiful to utilize Community Development Block Grant (CDBG) funds in

an amount up to $5,000 for a clean-up event that is taking place within the

Winterfield Community as part of the Winterfield Community Improvement Program.



Background: The Community Reinvestment Department, is celebrating National

Community Development Week (NCDW) April 17-22, 2017. The NCDW provides a

perfect forum to highlight the importance of the Community Development Block

Grant (CDBG) and HOME Investment Partnership (HOME) programs. During this

week, the Community Reinvestment Department, along with Keep Columbus

Beautiful, will host a Winterfield Community Clean-up Event on April 22, 2017

from 8 a.m. ? 2 p.m. at the Martin Luther King, Jr. Elementary School. The CDBG

funding will be used to purchase clean-up supplies, along with assisting

elderly homeowners within the Winterfield neighborhood with landscaping

activities to their properties.

Analysis: The Community Reinvestment Department and Keep Columbus Beautiful

has formed this partnership to host a clean-up event and provide landscaping

assistance to elderly, low-income individuals and/or families within the

Winterfield Community. These types of activities are allowable under the CDBG

program.



Financial Considerations: The City will provide up to $5,000 in CDBG funds to

assist with the Winterfield Community Improvement Program. The CDBG funding is

from prior year grant allocations.



Legal Considerations: The City Attorney will review and approve the proposed

CDBG Interagency Agreement prior to obtaining signatures.



Recommendations: Approve a resolution authorizing the City Manager to enter

into a CDBG agreement with Keep Columbus Beautiful to utilize Community

Development Block Grant (CDBG) funds in an amount up to $5,000 for a clean-up

event that is taking place within the Winterfield Community as part of the

Winterfield Community Improvement Program.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CDBG AGREEMENT WITH KEEP COLUMBUS

BEAUTIFUL TO UTILIZE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN AN

AMOUNT UP TO $5,000 FOR A CLEAN-UP EVENT WITHIN THE WINTERFIELD COMMUNITY.



WHEREAS, the Community Reinvestment Department, is celebrating National

Community Development Week from April 17-22, 2017 which provides a perfect

forum to highlight the importance of the Community Development Block Grant

(CDBG) and HOME Investment Partnership (HOME) programs; and,



WHEREAS, in partnership with Keep Columbus Beautiful a clean-up event will be

held within the Winterfield Community as part of the celebration; and,



WHEREAS, CDBG funds can be utilized to purchase supplies and services for the

event; and,



WHEREAS, the City of Columbus would like to provide up to $5,000 in CDBG

funding for eligible expenses needed to carry out the clean-up activities.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That approval is granted to enter into a CDBG agreement with Keep Columbus

Beautiful to utilize Community Development Block Grant (CDBG) funds in an

amount up to $5,000 for a clean-up event that is taking place within the

Winterfield Community as part of the Winterfield Community Improvement Program.
