MINUTES

June 8, 2009

3:30 p.m.



A meeting of the Board of Historic and Architectural Review was held on Monday,

June 8, 2009, at 3:30 p.m., 420 10th Street, Government Center Annex.

I. CALL TO ORDER



Chairman Will Burgin called the meeting to order at 3:35 p.m.



II. APPROVAL OF MINUTES



Chairman Will Burgin asked for a motion on the minutes for the May 11, 2009

meeting. Reynolds Bickerstaff made a motion to approve the minutes. Virginia

Peebles seconded the motion. Motion was carried unanimously.



Chairman Will Burgin asked that the Staff Report is read and approved as part

of the BHAR meeting. Virginia Peebles made a motion to approve the Staff

Report. Sia Etemadi seconded the motion. The motion carried unanimously.



III. REVIEW OF APPLICATIONS



NEW CASES:

HD 0906-04 ? 1338 Peacock Avenue: Chris Malstaff, Trivision Properties,

Applicant. Request permission to demolish existing garage due to tornado

damage and rebuild will larger garage. Change existing double garage doors to

single garage door. Applicant added single entry door to back of new garage.

Chairman Will Burgin read Staff Report for this case. After a brief

discussion, Virginia Peebles made a motion to approve the application with the

follow conditions: Double garage will be 20 x 24 with back door and exposed

rafters. Reynolds Bickerstaff seconded the motion. The motion was carried

unanimously.

HD 0906-05 ? 926 Cooper Avenue: Karen N. Harvey, Applicant. Request

permission to build addition to existing structure. Will Burgin read the

criteria from the Staff Report. Board Member Sia Etamadi redrew possible

design for roof, therefore staff decided to allow Reynolds Bickerstaff to meet

applicant for final drawings. Reynolds Bickerstaff will approve application

with changes after final review.

HD 0906-01 ? 745 2nd Avenue: Brad & Amy Palmer, Applicants. Request

permission to construct screen porch addition and add wood door. Sia Etemadi

abstained from voting. Will Burgin read Staff Report for this case. After a

brief discussion, Virginia Peebles made a motion to approve the application as

submitted. Eva Smith seconded the motion. The motion was carried

unanimously.

HD 0906-02 ? 502 Broadway: Susan Connery, Applicant. Request permission to

construct a two (2)-car garage addition. Sia Etemadi abstained from voting.

Will Burgin read Staff Report for this case. Applicant changed the width of

driveway from 18? to 23?. The windows were changed from vinyl clad to

metal/aluminum-clad windows. After a brief discussion, Reynolds Bickerstaff

made a motion to approve the application with the change of window material, a

metal clad door off balcony and with the approval of the Engineering Department

with the width of driveway. Jeff Reed seconded the motion. The motion carried.

HD 0906-03 ? 511 2nd Avenue: Charles & Camille Walkinshaw, Applicants.

Request permission to construct a 10? x 10? storage addition and a tree house

addition. Will Burgin read Staff Report for this case. After a brief

discussion, Reynolds Bickerstaff made a motion to approve the application as

submitted. Virginia Peebles seconded the motion. The motion was carried

unanimously.

HD 0906-06 ? 1503 Stark Avenue: Tim Gregory, Applicant. Request permission to

add one (1) window and replace three (3) small windows to original sized

windows and French door where window was removed and covered. Install wood

porch. Applicant stated that all windows are true divided. Will Burgin read

Staff Report for this case. After a brief discussion, Virginia Peebles made a

motion to approve the application as submitted. Sia Etemadi seconded the

motion. The motion was carried unanimously.

HD 0906-08 ? 737 Broadway: Thomas S. & Carolyn F. Gates, Applicants. Request

permission to extend fence 12 ? feet and shed roof and deck. Add roof over

gazebo. Will Burgin read Staff Report for this case. After a brief

discussion, Sia Etemadi made a motion to approve the application as submitted

with the condition that roof pitch is reversed and will not be more than 6?

above doll house roof and fence line. Virginia Peebles seconded the motion.

The motion was carried unanimously.

HD 0906-09 - 1310 Munro Avenue: J. Douglas Martin, Jr., Applicant. Request

permission to add new concrete and brick stairs at southwest corner of front

porch, reconstruct original brick chimney at north side of home, reconstruct

area of enclosed front portion of porch. Will Burgin read Staff Report for

this case. After a brief discussion, Sia Etemadi made a motion to approve the

application as submitted with the condition that the existing bricks are

reclaimed and windows will be 8/1. Reynolds Bickerstaff seconded the motion.

The motion was carried unanimously.

HD 0906-10 ? 1927 13th Street: Stephen E. & Ann K. Miller, Applicants.

Request permission to reconstruct flat-roof to gabled roof, replace existing

tile roof, replace dog-eared wooden fence with iron fence. Will Burgin read

Staff Report for this case. After a brief discussion, Reynolds Bickerstaff

made a motion to approve the application as submitted. Jeff Reed seconded the

motion. The motion was carried unanimously.





IV. OLD BUSINESS



Excused absences: Charles Donald Beall and John Sheftall. Motion was carried

unanimously for the absences.

with HCF to check.
