SUBJECT: FY08 Inmate Capacity Agreement
INITIATED BY: Muscogee County Prison
Recommendation: Approval is requested to enter into an Inmate Capacity
Agreement with the Georgia Department of Corrections for a minimum of 528 State
inmates to be housed at the Muscogee County Prison.
Background: Historically the Columbus Consolidated Government and the Georgia
Department of Corrections have annually agreed to the minimum number of State
inmates to be housed at the Muscogee County Prison and further utilized as
supplemental laborers within Muscogee County.
Analysis: The annual specification of the minimum number of State inmates to be
housed at the Muscogee County Prison is beneficial to both budgetary efforts of
the Georgia Department of Corrections and the Columbus Consolidated Government
in achieving their respective goals.
Financial Considerations: Within the agreement, the Georgia Department of
Corrections agrees to pay the sum of $20.00 per inmate per day for the duration
of the Agreement to the Columbus Consolidated Government. These funds are used
to offset the annual operating budget of the Muscogee County Prison.
Legal Considerations: The Muscogee County Prison is in compliance with all
Standard Operating Procedures and Certifications necessary to execute this
Inmate Capacity Agreement.
Recommendation / Action: Approval is requested to enter into this Inmate
Capacity Agreement with the Georgia Department of Corrections in order to
insure the maximum availability of inmate labor within Muscogee County.

NO.
A RESOLUTION AUTHORIZING TO EXECUTE A CAPACITY AGREEMENT WITH THE GEORGIA
DEPARTMENT OF CORRECTIONS FOR FISCAL YEAR 2008.
WHEREAS, the Georgia Department of Corrections desires to obtain appropriate
care and custody of State inmates; and
WHEREAS, the Columbus Consolidated Government desires to provide appropriate
care and custody of State inmates at the Muscogee County Prison operated by the
Consolidated Government of Columbus, Georgia.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Capacity Agreement with
the Georgia Department of Corrections on behalf of the Columbus Consolidated
Government to maintain a continuing, cooperative, and comprehensive care and
custody agreement for housing State inmates at the Muscogee County Prison in a
safe, secure and compliant environment.
Introduced at a regular meeting of the Council of Columbus, Georgia,
held the _________ day of _________________, 2007 and adopted at said meeting
by the affirmative vote of _________ members of said Council.
