O R D I N A N C E S:





(1) 2nd Reading ? An ordinance amending the budgets for the Fiscal Year

2014 beginning July 1, 2013 and ending June 30, 2014, for certain funds of the

Consolidated Government of Columbus, Georgia, appropriating amounts shown in

each fund for various activities; and for other purposes. (Budget Review

Committee)



(2) 2nd Reading - An Ordinance adopting changes to the Columbus

Consolidated Government Classification and Pay Plan by defining two

experience-based step classifications within Pay Grade 21 for Official Superior

Court Reporters on the effective date of this ordinance; authorizing up to

$10,000.00 in transcript page charges per fiscal year when authorized by a

Superior Court Judge; adopting Policies and Procedures for Court Reporters; and

for other purposes. (Requested by Superior Court Judges)(Councilor Huff)



(3) 2nd Reading - An Ordinance amending Article XI of Chapter 2 of the

Columbus Code so as to redefine the position of executive director of the Keep

Columbus Beautiful Commission so as to make it a position of Division Chief in

the Department of Public Works; and for other purposes. (Mayor Pro-Tem Pugh)



(4) 2nd Reading - An ordinance abolishing the position of Chief Deputy

Clerk/Bookkeeper in Muscogee County Probate Court; authorizing the creation of

the Chief Clerk/License Supervisor in the Muscogee County Probate Court at Pay

Grade 16; and authorizing the creation of an additional Deputy Clerk for the

Muscogee County Probate Court at Pay Grade 12; and for other purposes. (Budget

(5) 2nd Reading ? An ordinance adopting an operating budget for the Fiscal Year

2015 beginning July 1, 2014 and ending June 30, 2015, for certain funds of the

Consolidated Government of Columbus, Georgia, and appropriating the amounts

shown in each budget. (Budget Review Committee)



(6) 2nd Reading ? An ordinance adopting non-operating budgets for the Fiscal

Year 2015 beginning July 1, 2014 and ending June 30, 2015, for certain funds of

the Consolidated Government of Columbus, Georgia, and appropriating the amounts

shown in each budget. (Budget Review Committee)



(7) 2nd Reading ? Property located at 4400 South Stadium Drive, is proposed for

rezoning from NC (Neighborhood Commercial) to RO (Residential Office) Zoning

District. (Edgar Hughston, owner) (REZN-4-14-0686) (District 6?Councilor Allen)

The purpose of the rezoning is for Multifamily Apartments. The Planning

Advisory Commission and the Planning Department recommend conditional approval.



(8) 2nd Reading ? (REZN-4-14-0734) Text Amendment to the Unified Development

Ordinance (UDO) so as to remove condo dwellings as a permitted use in the HIST

(Historic) Zoning District. The Planning Advisory Commission and the Planning

Department recommend approval.



(9) 2nd Reading - An Ordinance amending Article VII of Chapter 13 of

the Columbus Code Solid Waste Collection and Disposal by increasing the monthly

residential garbage fee; updating the guidelines for an offset to the

residential rate for low-income households; and for other purposes. (Budget

Review Committee)



(10) 2nd Reading - An ordinance amending Sections 5-9 (G) and (H) of the

Columbus Code so as to increase registration costs for all domestic dogs and

cats in Muscogee County; to allow for an increase in the handling cost licensed

veterinarians can charge for the handling of these registrations; to establish

a fee for euthanasia services provided for county or municipal agencies from

outside of Muscogee County; providing an effective date of July 1, 2014; and

for other purposes. (Budget Review Committee)



(11) 2nd Reading - An ordinance amending Chapter 2 of the Columbus Code

so as to increase the number of directors of the Development Authority of

Columbus, Georgia from seven to nine; and for other purposes. (Mayor Pro-Tem

Pugh)



(12) 1ST Reading - An Ordinance providing for the establishment of taxing

districts, including a county-wide general services district and three (3)

urban services districts and three (3) Business Improvement Districts (BID);

providing for the levy, assessment, and collection of taxes for Columbus,

Georgia within such districts for the year 2014 as provided under the Charter

of the Consolidated Government of Columbus, Georgia; providing penalties for

violations of the provisions of said ordinance; and for Other purposes. (Budget

(13) 1st Reading - An Ordinance providing for the levy, assessment, and

collection of taxes for the public school system of Columbus, Georgia; and for

other purposes. (Request of Muscogee County School District)



(14) 1st Reading - An Ordinance providing for contributions to the Columbus,

Georgia General Government Employees? Pension Plan for the fiscal year

beginning July 1, 2014. (Budget Review Committee)



(15) 1st Reading - An Ordinance providing for the contributions to the

Columbus, Georgia Pension Plan for employees of the Department of Public Safety

for the fiscal year beginning July 1, 2014. (Budget Review Committee)



(16) 1st Reading - An Ordinance providing for Government funding of a Major

Disability Income Plan for the fiscal year beginning July 1, 2014. (Budget
