Board Meeting Minutes
October 3, 2012

A meeting of the Land Bank Authority Board was held on October 3, 2012 in the
Deputy City Manager?s Conference Room at the CCG Annex Building.

Call to Order/Establish Quorum
Board Chair Justin Krieg called the meeting to order. A quorum was present.
Approval of Minutes August 2012 and September 2012
Board Member Thomas Gristina made a motion to approve the August 2012 and
September 2012 Minutes. Board Member Carson Cummings seconded the motion. The
motion passed.
5836 Pratt Avenue
This property will be up for bid at the Tax Sale on November 6, 2012. There are
local and Federal taxes due on the property. The Land Bank Authority Board
passed a motion at the August 2012 Board meeting to accept this property. It is
the consensus of the Board to move forward and place a bid at the November 6th
Tax Sale.
Proposed Board Member Update
Board Member Carson Cummings spoke to Steve Anthony, a local contractor, about
serving on the Land Bank Authority Board and Mr. Anthony has agreed to serve.
Board Member Thomas Gristina made a motion to accept Steve Anthony to the LBA
Board. Board Member Carson Cummings seconded the motion. The motion passed.
Board Chair Justin Krieg will call Steve Anthony and forward contact
information to Deborah Meadows to include him in the invitation for the next
Board Meeting.
The Board is still in need of two more Board Members. Thomas Gristina talked to
Jason Pese about becoming a Board Member, however, Mr. Pease has declined
because his schedule is very busy at this time. Amy Carbajal is trying to get
the names of possible candidates from Dr. Phillips of the Muscogee County
School District. Board Member Lance Hemmings has a mortgage person in mind and
will contact him.

When the LBA Board has the additional Board Members identified, the LBA Board
will formally adopt the new members. Each new member will need to fill out a
bio-sketch form for the Clerk of Council. The City Council will be informed by
the Land Bank Authority Board as soon as all three are in place.
Land Bank Ordinance Status
The second reading was approved by the City Council accepting the new Land Bank
Authority Legislation that took affect on September 1, 2012.
In-Rem Sale Process
There was a discussion of the upcoming Tax Sale on November 6th. Board Chair
Justin Krieg has been in contact with Steve Gundy the attorney contracted by
the Tax Commissioner to take care of the In-Rem foreclosure process. Board
Chair Justin Krieg will ask Steve Gundy for a list of the minimum bids for the
properties which the Land Bank Authority will be bidding on. Board Chair Justin
Krieg has asked Board Member Lance Hemmings if he will represent the Land Bank
Authority at the Tax Sale.
Old/New Business
The next Land Bank Authority Board Meeting will be Wednesday, November 7, 2012.
