 SUBJECT: Resurfacing and Restriping of Martin Luther King, Jr. Boulevard (MLK,    
 Jr. Boulevard)

 Recommendation: Approval is requested to authorize the resurfacing, restriping,    
 of Martin Luther King, Jr. Boulevard, with the addition of a 12 foot multi-use    
 trail and intersection improvements at Brown Avenue and Martin Luther King, Jr.    
 Boulevard.       
 Background: Martin Luther King, Jr Boulevard runs between Buena Vista Road and    
 10th Avenue, consisting of two sections.   Currently the section between Buena    
 Vista Road and Brown Avenue is four lanes, with a center turn lane, while the    
 section between Brown Avenue and 10th Avenue is four lanes only.  The average    
 daily traffic for the entire length of this road totals no more than 7,700, far    
 below the projected carrying capacity of 22,200 for a roadway of this type.     
 This project would resurface the entire length of MLK, Jr. Boulevard, while    
 leaving intact the existing laneage in place.  Additional road improvements    
 will include the construction of a 12 foot multi-use trail from Buena Vista    
 Road to 10th Avenue, plus signal and intersection improvements at MLK, Jr.    
 Boulevard and Brown Avenue.       
 Analysis: This is a road resurfacing project that is needed for this roadway.     
 The road will be restriped exactly as it is configured today, with five lanes    
 from Buena Vista Road to Brown Avenue, and four lanes from Brown Avenue to 10th    
 Avenue.  The exception to this would be the reduction of one west bound lane    
 for approximately 2,300 linear feet from Magnolia Avenue to Davis Elementary    
 School. The purpose of this action is to accommodate the 12 foot wide multi-use    
 trail that will be constructed along the entire length of the north side of the    
 road.  This reduction in this one lane is due to the lack of necessary right of    
 way needed for the trail for this portion of the roadway.  In addition, an    
 upgrading of the signals at Brown Avenue and MLK, Jr. Boulevard would be    
 performed, along with landscaping and improvements to the pedestrian crossings.       
 Financial Considerations: Funding has been allocated in the amount of    
 $4,000,000 from the OLOST Infrastructure, Paving Fund, and TSPLOST    
 Discretionary funds.       
 Projected Annual Fiscal Impact Statement: Minimal maintenance is expected over    
 the ten year period upon completion of this project.       
 Legal Considerations: There are legal consideration at this time.       
 Recommendation/Action: Approval is requested to authorize the resurfacing,    
 restriping, of Martin Luther King, Jr. Boulevard, with the addition of a 12    
 foot multi-use trail and intersection improvements at Brown Avenue and Martin    
 Luther King, Jr. Boulevard.           
 A RESOLUTION

 A RESOLUTION AUTHORIZING THE RESURFACING AND RESTRIPING OF MARTIN LUTHER KING,    
 JR BOULEVARD       
 WHEREAS, Martin Luther King, Jr. Boulevard is a connector roadway consisting of    
 a five lane segment between Buena Vista Road and Brown Avenue, and  a four lane    
 segment between Brown Avenue and 10th Avenue; and,       
 WHEREAS, this roadway is rated a 44 under the Department of Engineering?s    
 Paving Management, and is need of resurfacing; and,       
 WHEREAS, it has been determined that existing lane striping should remain for    
 this roadway; and,       
 WHEREAS, the PATH Foundation has proposed a 12 foot wide multi-use trail and    
 streetscapes that would be developed in conjunction with this project, that    
 requires a section of this roadway to be converted to three lanes; and,       
 WHEREAS, funding for this project to include resurfacing, restriping multi-use    
 trail, signal and intersection improvements, as well as the coordination of the    
 Martin Luther King, Jr. Learning Trail, has been budgeted  from OLOST    
 Infrastructure, Paving Fund, and TSPLOST Discretionary Funds in the amount of    
 $4,000,000;       
 NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS FOLLOWS:       
 That the City Manager is hereby authorized to direct the Department of    
 Engineering to resurface and restripe Martin Luther King, Jr. Boulevard, five    
 lanes beginning at Buena Vista Road to Brown Avenue, and four lanes beginning    
 at Brown Avenue to 10th Avenue.  The City Manager is further authorized to    
 proceed forward with the proposed 12 foot wide multi-use trail as proposed by    
 the PATH Foundation, Inc. and signal/intersection improvements with the funding    
 available.
