SUBJECT: Special Encroachment Permit for I-185 and J.R. Allen Parkway

Recommendation: Approval is requested to authorize the City Manager to execute

a Special Encroachment Permit and Mowing & Maintenance Agreement with the

Georgia Department of Transportation for the I-185 and J.R. Allen Parkway

corridors.



Background: In partnership with the Gateway Foundation the City has made a

significant investment over the past 20 years to improve and beautify the

corridors along I-185 and J.R. Allen Parkway. These efforts have included tree

plantings along the right of way, medians, and landscaping of intersections.

Although the corridors and intersections have been maintained through the

years, there is a need to remove dead trees, plants, and to supplement

plantings to properly maintain the Gateway improvements and complete the

planned tree lined corridors.



Analysis: The Georgia Department of Transportation requires a Special

Encroachment Permit in order to perform work on the state right of way. The

permitting process also includes a Mowing and Maintenance Agreement that

requires the applicant to maintain the work completed as part of the project.

Since both corridors are already included in the Citywide Mowing and

Maintenance Agreement, the maintenance responsibilities of this permit would

not require additional maintenance work beyond what is already being performed.





Financial Considerations: The replacement trees and plant material will be

funded through the Department of Public Services Forestry Division Operating

Budget and the Tree Preservation and Replacement Project Account

0508-660-1000-xxxx-22193.



Legal Considerations: The resolution requires approval of Columbus Council.



Recommendations/ Actions: Authorize the City Manager to execute Special

Encroachment Permit and Mowing & Maintenance Agreement with the Georgia

Department of Transportation for I-185 and J.R. Allen Parkway.

A RESOLUTION AUTHORIZING THE CITY MANAGER EXECUTE A SPECIAL ENCROACHMENT PERMIT

AND MOVING MAINTENANCE AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION

FOR THE I-185 AND J.R. ALLEN PARKWAY CORRIDORS.

WHEREAS, in partnership with the Gateway Foundation the City has made a

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a Special

Encroachment Permit and Mowing & Maintenance Agreement with the Georgia

Department of Transportation for I-185 and J.R. Allen Parkway.
