SUBJECT: Norfolk Southern/ Central of Georgia Railroad Company -

Agreement

Recommendation: Approval is requested to execute an agreement with Norfolk

Southern/Central of Georgia Railroad Company for reimbursement of expenses

incurred, inspections and supervision related to the demolition and

replacement of an Overhead Pedestrian Bridge located on Cusseta Road not to

exceed $25,000.



Background: The City proposes to replace the Overhead Pedestrian Bridge

located on Cusseta Road. The existing bridge has deteriorated beyond repair

and needs to be replaced. The bridge crosses over the tracks within the city

of Columbus at milepost M-289.34.



Analysis: This agreement and payment of fees is required as part of conditions

to obtain a permit from the Railroad to remove and replace the Pedestrian

Bridge that crosses their track. The estimated cost for preliminary

engineering services is $10,000 and the estimated cost for inspections and

supervision is $15,000.



Financial Considerations: Funds are available in the 1999 SPLOST Cusseta Road

Pedestrian Bridge CIP Account 50608.



Legal Considerations: Council is the approving authority for all resolutions.



Recommendations/ Actions: Authorize the City Manager to execute an agreement

with Norfolk Southern/Central of Georgia Railroad Company for reimbursement of

expenses incurred, inspections and supervision related to the demolition and

replacement of an Overhead Pedestrian Bridge located on Cusseta Road.













A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH NORFOLK

SOUTHERN/CENTRAL OF GEORGIA RAILROAD COMPANY FOR FEES AND REIMBURSEMENT OF

EXPENSES INCURRED BY THE COMPANY TO ACCOMMODATE THE REPLACEMENT OF THE OVERHEAD

PEDESTRIAN BRIDGE LOCATED ON CUSSETA ROAD AT TRACK MILEPOST M-289.34 IN THE

AMOUNT NOT TO EXCEED $25,000.

WHEREAS, the City proposes to demolish and replace the existing overhead

pedestrian bridge located at track milepost M-289.34 on Cusseta Road; and,

WHEREAS, the Company operates certain tracks within the city of Columbus and

the overhead pedestrian bridge crosses over the tracks and requires a permit

from the Company including certain services such as preliminary engineering,

inspections and supervision during construction; and,

WHEREAS, this agreement and payment of fees are required as part of conditions

to obtain a permit from the Company.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute an agreement with Norfolk

Southern/Central of Georgia Railroad Company for fees and reimbursement of

expenses incurred by the Company to accommodate the replacement of the Overhead

Pedestrian Bridge located on Cusseta Road at track milepost M-289.34 in the

amount not to exceed $25,000. Funds will be paid from the 1999 SPLOST Cusseta

Road Pedestrian Bridge CIP Account 0540-695-2131-TXEZ-50608-20100.
