Subject: Fox Community Garden Project



Initiated By: Parks and Recreation Department



Recommendation: Approval is requested to submit an application and if approved,

accept funds from the National Recreation and Park Association (NRPA) to run

the Fox Community Garden program in our area and to amend the

Multi-Governmental Fund by the amount of the grant awarded. The grant amount

will be determined by (NRPA)) with a no match amount from the City of Columbus.

The grant amount requested is approximately $7,500.00, or otherwise awarded, to

be used to implement the program and maintenance on the garden.



Background: The Fox Community Garden program is a new resolution with Columbus

Council. This grant is a one time grant that provides gardening opportunities

for the Fox neighborhood known as Bibb City.



Analysis: The city of Columbus and the sponsor, National Recreation and Parks

Association, jointly fund the community garden program as we continue to

respond to the changing needs of the community of Bibb City. Currently there

are approximately 25 volunteers who spend at least five hours a month in the

garden. This group is made up of garden professionals, RSVP volunteers, Master

Gardeners, and/or citizens from the community of Bibb City.



Amend: Amend the Multi-Governmental Fund for the amount approved for the grant

to run for one year. Allow the Columbus Department of Parks & Recreation to be

the facilitator of the program and funds to implement and facilitate the

program.



Legal Considerations: Council must approve this request.



Financial Considerations: The grant amount requested is approximately $7,500.00

for the Department of Parks and Recreation and the City of Columbus. The City?s

match requirement is in kind services of salary and wages.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

is not obligated to continue funding this program once grant funds have been

expended. A local match is not required for this grant.



Recommendation: Authorize a resolution to approve the City to submit an

application for, and if awarded, accept a grant from the National Recreation

and Parks Association to maintain the community garden program on the Fox

property at 3720 5th Avenue in Columbus Georgia, and to amend the

Multi-Governmental Fund by the amount of the grant awarded.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION, AND IF

AWARDED, ACCEPT A GRANT IN THE AMOUNT OF APPROXIMATELY $7,500, OR AMOUNT

OTHERWISE AWARDED, FROM NATIONAL RECREATION AND PARKS ASSOCIATION; WITH NO

LOCAL MATCH REQUIREMENT AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE

APPLICABLE AMOUNT.



WHEREAS, under the authority of the National Recreation and Parks

Association, funds are available for the continuation of the Fox Community

Garden; and,



WHEREAS, amend the Multi-Governmental Fund for the amount approved for

the grant for a one year period; and,



WHEREAS, the Columbus Parks and Recreation Department has RSVP

volunteers and others actively involved in providing services in this garden;

and,



WHEREAS, the Columbus Parks and Recreation Department provides daily

activities to program participants and citizens at no significant cost to the

city; and,



WHEREAS, the Fox Community Garden program is in support of other garden

programs in this ?at risk? community of Bibb City and is vital to the

population that frequents the Fox Community Center and the area organizations

that take care the transitional population like Open Door Community House,

Valley Rescue Mission and the House of Mercy.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to submit an application,

and if approved, accept funds from National Parks and Recreation for the Fox

Community Garden program for approximately $7,500, or otherwise awarded, and to

amend the Multi-Governmental Fund by the amount of the grant awarded for one

year.
