Subject: Street Abandonment ? 30th Street between 1st Avenue and 2nd Avenue

Recommendation: Approve the attached resolution deleting from the ?Official

Map of the Consolidated Government of Columbus, Georgia? the improved segment

of 30th Street between the east right-of-way line of 1st Avenue and the west

right-of-way line of 2nd Avenue, declaring its surplus, and authorizing its

disposal in accordance with the City Code.



Background: 30th Street between 1st Avenue and 2nd Avenue is located within a

public right-of-way whose width varies between 78.66 and 79.90 feet. The

length of the subject right-of-way is approximately 279 feet. The right-of-way

contains an in-place public street with curb and gutter and a pavement width of

approximately 27 feet. A sidewalk is located along the southern side of the

right-of-way. Several underground and overhead utilities are located within

the right-of-way, including sanitary sewer, water, power, and

telecommunications. Traffic counts collected in May, 2015 indicate the average

traffic on 30th Street is approximately 780 trips per day. The majority of

this traffic is generated by the adjoining businesses and not by vehicles

traveling between 1st Avenue and 2nd Avenue. 30th Street does not continue

westward beyond 1st Avenue or eastward beyond 2nd Avenue. Adjacent east-west

routes on 29th Street and 32nd Street will remain open to provide traffic

circulation.



Analysis: Valley Rescue Mission, Inc. owns all the adjoining properties to the

north and south of the subject right-of-way. Valley Rescue Mission requested

the subject right-of-way be declared surplus so they may consolidate/expand

their campus in accordance with their master plan.



Financial Considerations: The Community Reinvestment Department will determine

the value of the subject right-of-way for purchase by Valley Rescue Mission,

Inc. All proceeds from the purchase will be deposited to the Finance

Department.



Legal Considerations: The Columbus Council has the sole authority to declare

City properties and rights-of-way as surplus and to approve their disposal.



Recommendation/Action: Approve the resolution declaring the segment of 30th

Street between 1st Avenue and 2nd Avenue as surplus and authorize the City

Manager to direct its disposal.
