MINUTES OF THE MEETING

FOR

THE ANIMAL CONTROL ADVISORY BOARD



The ANIMAL CONTROL ADVISORY BOARD met TUESDAY, August 12, 2008, at 9:30 A.M. in

the Public Services Conference Room, 1152 Cusseta Rd.

CALL TO ORDER



Tom Bryan, Chairperson, called the meeting to order at 9:37 A.M.



Tom Bryan presented the minutes of the last meeting; Penny Short moved they be

approved as written; Virginia Norman seconded; approval was unanimous.



Tom Bryan welcomed Dr. Blozsies back to the board.



Tom Bryan asked about the ?Anti Chaining? recommendations, Drale Short informed

him they are still in the City

Attorney?s office will check on status.



Drale Short announced that Cynthia Maisano has been appointed as the

Environmental Court Judge and would no longer be able to serve as a member of

our board.



Tom Bryan introduced Tracy Dean, MCHS, and ?TNR? (Trap Neuter & Return) Program

Representative, to the board.



Tracy Dean educated the board on the ?TNR? Program and gave a copy of ?What is

TNR?? Results and Numbers of TNR. (A copy was mailed to ACAB Members). She

feels this would be a good program to help control the population of cats for

our community.



Dr. Blozsies gave his opinion on the program. His concern is for the back yard

cat?s protection against the colony cats regarding health & disease. But he

also feels it could be a good long-term program to decrease the cat population.



The board discussed guidelines for cat colonies, suggesting that all colonies

have Managers and Assistance Managers. They discussed not changing the

ordinance but adding to the ordinance giving the managers of the cat colony?s

legal authority, but maintaining their accountability to the laws governing

animals.



Dr. Blozsies suggested education was lacking and recommended advertising on TV

and offered to go on himself to ask citizens to please spay/neuter their cats.



Penny Short offered her services to assist the board by setting up the

production for this advertisement for spay/neuter. Tom Bryan also offered his

assistance.



Drale Short motioned that a committee be formed consisting of herself, Tracy

Dean, Kathy McCarley and one of the veterinarians to discuss and develop

requirements and training for managers of cat colonies. Once this committee

has completed this task they will bring them back to the board for

considerations; Gail Simpson seconded; approval was unanimous.



Tracy Dean thanked the board for allowing her to brief the board on ?TNR?.



The Tour for the New Facility has been tentatively rescheduled for August 22,

2008, @ 10:00 A.M.



Drale Short addressed Dr. Blozsies question of the relationship between the

City and PAWS Cols. Inc. PAWS will be the outreach component for Animal Control

in areas the city is unable to provide for this community i.e. education, low

cost spay/neuter clinic and many other community outreach programs.



Tom Bryan asked for any further business; they?re being none the meeting was

adjourned 10:35 A.M.
