CONSENT AGENDA-



I. 2nd READING - An ordinance amending Chapter 2 of the Columbus Code by

adding a new Section 2-189 which authorizes the Muscogee County Tax

Commissioner or the Muscogee County Sheriff to initiate in rem tax foreclosures

pursuant to O.C.G.A. Section 48-4-75 et seq.; allowing the Land Bank Authority

to make written request for such in rem foreclosure; providing notification to

Columbus Council when such procedure is requested; and for other purposes.

2. SPECIAL CALLED COUNCIL MEETING:

Authorization is requested for a Special Called Council Meeting on February 21,

2012 at 9:00 a.m. to hear the appeal of a Personnel Reveiw Board action in the

matter of Little L. Lynn. A resolution is attached. (Approved)

Emergency Repair of Flare Station at Schatulga Road Landfill:



The flare is fed by a vacuum system that draws methane gas to a central

location where it is burned (destroyed) thus reducing the carbon emission from

the landfill. When the flare goes out the vacuum no longer operates and methane

gas is left to seek its own path to the surface and is ultimately released into

the atmosphere or migrates off site uncontrolled. As part of the City?s closure

permit for the Schatulga Road Landfill we are to maintain and operate the

flare, which controls and destroys methane gas.



The flare is currently down and the Public Service Department has been working

at restoring it since the beginning of the week, January 23, 2012. Our current

repair contractor, Georgia Electric Motor, is unable to assist in getting the

flare operational because of an extended illness of their technician.



On January 27, 2012, the Public Services Department requested to utilize

Southern Rewinding and Sales (Fortson, GA) to come to the site to trouble shoot

the problem and prepare a cost estimate for repair. Southern Rewind charges $80

per hour for this service. They were the previous contractor of record and are

very familiar with the City?s flare and vacuum operation. Once the total

repair cost estimate is determined, it will be presented to the City Manager

for approval. The City Manager approved the emergency repair on January 27,

2012.



Funding is available in the FY12 Budget: Integrated Waste Manage Fund ? Public

Chattahoochee Riverwalk Bank Stabilization ? RFB No. 12-0031

Scope of Bid

The work includes performing slope stabilization activities inclusive, but not

limited to: utility location; grading; installation of bioengineering (use of

geogrid, soil anchoring, and turf reinforcement matting); erosion and sediment

control; and detailed landscape treatments.



2. Pedestrian Bridge Painting Project ? RFB No. 12-0032

Scope of Bid

This work will consist of sandblasting and recoating each bridge with a high

performance epoxy coating, re-weld connections as required, remove and dispose

of existing fence material, install new vinyl coated chain link fence fabric,

reinforce members as required, and repair additional stem walls to both South

Lumpkin Road and Buena Vista Road sites.



3. Landscape Materials (Annual Contract ? RFB No. 12-0025

Scope of Bid

Provide landscape material consisting of pine straw, wheat straw and hay on an

?as needed? basis to the Columbus Consolidated Government (the City) to be

utilized by Park Services, Public Services and Cooperative Extension

departments. The contract term will be for three years.

Scope of Proposal

Columbus Consolidated Government is soliciting proposals for the professional

services of a Certified Public Accountant to perform a compliance audit of the

hospital care to indigent persons contract between the Columbus Consolidated

Government and the Medical Center Hospital Authority.

Scope of RFP

Contract with a clinic provider to establish an on-site or nearby clinic for

employees, retirees and dependents. The contract term shall be for two years,

with the option to renew for three additional twelve-month periods. Contract

renewal will be contingent upon the mutual agreement of the City and the

Contractor.

2. Developer/Operator for an RV Park and/or Marina at Oxbow Meadows

Environmental Park ? RFP No. 12-0008

Columbus Consolidated Government is looking for qualified developers/operators

to submit a proposal for the development of certain City-owned property located

in Oxbow Meadows Environmental Park. The success of the City?s 16-mile

Riverwalk project has prompted interest by the City to target portions of

vacant Oxbow Meadows land for additional community improvements.
