II. ENERGY EFFICIENCY AND CONSERVATION GRANT - WEATHERIZATION PROGRAM -

COMMUNITY ACTION FOR IMPROVEMENT, INC.:



Authorization is requested to execute an Agreement with Community

Action for Improvement, Inc. (CAFI) for an amount not to exceed $400,000 to

administer the Weatherization Program. An agenda report and resolution are

III. RETIRED SENIOR VOLUNTEER (R.S.V.P.) PROGRAM:



Authorization is requested to submit an application and, if approved,

accept funds from the Corporation for National and Community Service for the

RSVP program in the amount of $27,000 with a $10,000 in-kind service match.

IV. SOCIETY OF MUNICIPAL ARBORISTS INTERNSHIP PROGRAM:



Authorization is requested to execute an agreement with the Society of

Municipal Arborists to participate in an Internship Program for ten (10) weeks,

beginning May 21, 2012 and ending approximately on July 27, 2012. This intern

will work in the Public Services Department - Landscape and Forestry Division.

V. COLUMBUS STATE UNIVERSITY DEPARTMENT OF CONTINUING EDUCATION AGREEMENT -

CENTURY COMMUNITY LEARNING CENTERS:



Authorization is requested to submit an application and, if approved,

accept funds from Columbus State University Department of Continuing Education

- Century Community Learning Centers up to $500,000 for the year 2012. This

program will offer an after school arts based enrichment program that offers

tutoring and mentoring to students in an after school setting. An agenda

VI. INTERGOVERNMENTAL AGREEMENT -- COLUMBUS AIRPORT:



Authorization is requested to execute of an Intergovernmental Agreement

with the Columbus Airport to participate as a partner in the use of the

Columbus Regional 800 Megahertz Radio System and to insure radio

interoperability between agencies. An agenda report, agreement and resolution

1. Performance Management Consulting Services ? RFP No. 12-0016

Columbus Consolidated Government is seeking a consultant (s) to provide

database performance review and management services. The Consultant shall work

with departments, boards, commissions and/or agencies to improve their

operations, efficiency and effectiveness, and shall facilitate the process of

cross-departmental cooperation for the purposes of improving the efficiency,

effectiveness and quality of public services in Columbus, Georgia.



The goal for the Consultant Services is to develop database templates and

incorporate strategies for continuous improvement for all departments of the

Columbus Consolidated Government. These strategies include developing database

templates for information and analysis reporting, benchmarking, leadership

assessment, strategic planning, human resource utilization, budgetary and

efficiency assessments, business results and any other purpose that promotes

the efficient and effective use of taxpayer dollars. Incorporation of these

assessment strategies should be best practices for providing services to our

community.

1. Elevator Maintenance Services (Annual Contract) ? RFB No. 12-0038

Scope of RFB

Provide maintenance services for 34 passenger, freight, and inmate elevators

located at the Government Center, Muscogee County Jail, Public Safety Complex,

Golden Park, Civic Center, South Commons Softball Stadium, Government Center

Annex Building, Trade Center and Government Center Parking Garage. The

services will be performed on a regular and systematic schedule. The contract

term will be for three years, with the option to renew for two additional

twelve-month periods.



2. Pine Grove Municipal Solid Waste Landfill Phase 4, Cells 4A, 4B, 4C, 4D, 4E,

4F, 4G and 4H ? RFB No. 12-0035

The Project will consist of clearing and grubbing; earthwork (cut/fill) to

sub-base elevations; placement of 24-inch thick liner base with permeability

not to exceed 1 x 10-7 cm/sec., or GCL with a 24-inch thick base liner with a

permeability not to exceed 1 x 10-5 cm/sec. and placement of either a 24-inch

thick leachate collection layer with a permeability no less than 1 x 10-2

cm/sec. or placement of geonet and 24 inches of a soil layer with no specified

permeability; a 60 mil HDPE geomembrane liner over 16.1 acres; the construction

of 1,300 feet of 24-foot gravel access road; installation of erosion control

devices; installation of a storm water protection layer; installation of

under-drain and leachate collection, and force main piping. The City will only

consider bids from pre-qualified contractors.

1. Lot Clearing Services (Annual Contract) ? RFB No. 12-0039

Scope of RFB

Provide services for annual clearing of vacant or unoccupied lots,

including cutting and removing grass weeds, undergrowth and other vegetation,

and removing any and all solid waste for Columbus Consolidated Government, as

required by law, on an ?as needed basis?. The contract period shall be for

three years.

1. Audit Services of Contract for Hospital Care to Indigent Persons ? RFP No.

12-0014

Scope of Proposal

Columbus Consolidated Government is soliciting proposals for the professional

services of a Certified Public Accountant to perform a compliance audit of the

hospital care to indigent persons contract between the Columbus Consolidated

Government and the Medical Center Hospital Authority.



2. Recycling Operations and Maintenance Services (Annual Contract) ?

RFP No. 12-0017

Scope of RFP

Provide recycling processing equipment, provide operations and

maintenance of the equipment and the facility, market the processing capacity

of the facility, market processed recyclable materials, and assist CCG with

public education services. Contract term shall be for ten (10) years, with

the option to renew for five (5) additional twelve-month periods. Contract

renewal will be contingent upon the mutual agreement of the City and the

Contractor.



3. Concessionaire Services at the Government Center Complex (Annual

Contract) ? RFP No. 12-0019

Scope of RFP

Provide the Columbus Consolidated Government (the City) concessionaire services

at the Government Center Complex. The term of the contract will be three (3)

years with the option to renew for two (2) additional twelve (12) month

periods.

1. Developer/Operator for an RV Park and/or Marina at Oxbow Meadows

Environmental Park ? RFP No. 12-0008

Columbus Consolidated Government is looking for qualified developers/operators

to submit a proposal for the development of certain City-owned property located

in Oxbow Meadows Environmental Park. The success of the City?s 16-mile

Riverwalk project has prompted interest by the City to target portions of

vacant Oxbow Meadows land for additional community improvements.
