SUBJECT: SAMARC Foundation
INITIATED BY: Columbus Office of Crime Prevention
Recommendation: Approval is requested to enter into a one-year contract with
SAMARC Foundation to award funding for Crime Prevention initiatives.
Background: Columbus Office of Crime Prevention has agreed to recommend the
funding of $50,000.00 to SaMarc Foundation in an effort to increase academic
scores, leadership skills among juveniles and lower recidivism rates among
juveniles within Muscogee County.
Analysis: SAMARC began working in Columbus in 2004. They operate out of
Shirley Winston, & Fluellen Recreation Centers, SAMARC Learning Centers at
Wilson and BTW Apartments. Students will be assessed to determine their
academic strengths and weaknesses and their ability and willingness to serve,
lead and impact the community in which they live. Students will receive
accelerated instruction in reading/math that is designed to help them excel
beyond their current grade level thus significantly impacting their ability to
be successful in all other subject areas. Students will engage in character
building and self-esteem activities designed to help build capacity within each
of them to serve, lead and impact the community in which they live in positive
ways thereby reducing the juvenile crime rate in our community.
Financial Considerations: These funds are appropriated from the Other Local
Option Sales Tax, Crime Prevention Program and do not require a match.
Recommendations/ Actions: Approve the resolution authorizing the Mayor to
enter into a one-year contract with SAMARC Foundation to provide quality
programming and tutoring for juveniles.

A RESOLUTION AUTHORIZING THE EXECUTION OF A ONE-YEAR CONTRACT WITH SAMARC
FOUNDATION FOR $50,000.00 FOR FUNDING THE INITIATIVES OF SAMARC.
WHEREAS, SAMARC Foundation program has been designed to impact the
lives of and children living within Muscogee County; and,
WHEREAS, the Columbus Office of Crime Prevention has authorized funding under
the Crime Prevention Program for this project in the amount of $50,000.00 to
SAMARC Foundation.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor is hereby authorized to enter into a one-year contract
through the Columbus Office of Crime Prevention with SAMARC Foundation for
$50,000.00 for funding the SAMARC Program. Funds are budgeted in the FY14
Budget: Other Local Option Sales Tax, Crime Prevention Program.
