I. BENEFITS MANAGER CONTRACT:



Authorization is requested to negotiate a one-year Benefits Manager contract

with Northwestern Benefits Corporation of Georgia. An agenda report and

II. "OLD COLORED CEMETERY" - PROPERTY ACQUISITION AND DEVELOPMENT:



Authorization is requested to negotiate with Norfolk Southern Railroad for the

acquisition or long term lease of approximately one (1) acre of property

located at the northeast corner of the intersection of 6th Avenue and 6th

Street, commonly referred to as the site of the "Old Colored Cemetery" and upon

completion of the property transaction, to proceed with making improvements to

the site as described in the concept plan presented to Council on March 29,

2011 in the amount of $180,000. An agenda report and resolution are

III. EASEMENT AGREEMENT WITH CBS OUTDOORS, INC.:



Authorization is requested to execute an Easement Agreement and Addendum One

with CBS Outdoors, Inc., to allow the billboard in front of Headquarter Nissan

of Columbus,1725 Whittlesey Road, to remain at the present location. An agenda

IV. WHITTLESEY ROAD CONDEMNATION PARCEL 2E, 1678 WHITTLESEY ROAD:



Authorization is requested for the acquisition of Parcel 2E, 1678 Whittlesey

Road, for the Whittlesey Road Widening Project totaling 0.070 +/- acres for

Right of Way and 0.093 +/- acres for a Permanent Construction Easement for

County Road and/or Municipal Street purposes, and authorizing the filing of a

"Declaration of Taking" by the City Attorney or his representatives for the

acquisition of said land under the authority of the official code of Georgia

annotated, Section 32-3-1 et. seq for the Whittlesey Road Widening Project. An

V. SUPPLEMENTAL AGREEMENT WITH FORT BENNING:



Authorization is requested to execute a supplemental agreement for continuing

authority for storm sewer, ditch and drainage facilities on Federal Government

owned land at Fort Benning, Georgia. Although the property is technically

located in Muscogee County, the easement applies to property on or immediately

adjacent to the Fort Benning Military Reservation. An agenda report and

VII. HOMELESS PREVENTION AND RAPID REHOUSING PROGRAM (HPRP):



Interim Director Mark McCollum will provide a presentation on the Homeless

Prevention and Rapid Rehousing Program (HPRP).





VIII. BUDGET PROCESS:



Finance Director Pam Hodge will provide an update of the budget process in

response to a referral from February 22, 2011 Council Meeting.





IX. FINANCE/STIMULUS PLAN - UPDATE:



Finance Director Pam Hodge will provide the March Finance update and

Deputy City Manager Lisa Goodwin will provide the Stimulus Plan Update.

Scope of RFP

Columbus Consolidated Government is soliciting proposals from qualified firms

to provide a Needs Assessment Study for the Muscogee County Jail.

1. Fall Line Trace ? Sign Enhancement Project ? RFB No. 11-0060

Scope of Bid

Provide sign enhancement at the recently constructed Fall Line Trace (Warm

Springs Road Walking Trail). The work includes way-finding signs, brick pillar

gateways, brick pillars with and without solar panels, entrance signs, logo

signs, mile marker signs, landscaping, concrete split median, complete signal

work, pavement marking, pedestrian guardrail, playground equipment, concrete

flatwork, and park benches & trash receptacles.

Scope of Bid

Provide one (1) hydraulic excavator to be used by the Rainwater Division of the

1. Wilson Camp (Satilla) Landfill Closure ? RFB No. 11-0049

Scope of Bid

The project shall consist of the construction and installation of the polymeric

marine mattress, clearing and grubbing, re-grading of slopes, disposal of waste

material excavated, providing and placement of soils for 24-inch final cover,

permanent grassing, erosion and sedimentation measures, permanent access road

construction, and resurfacing and repairing the existing asphalt.



2. Irrigation for Rest Stops on Bike Trail ? RFB No. 11-0065

Scope of Bid

Provide irrigation services for the Bike Trail rest stops at the Warm Springs

Road site and the Manchester Expressway site. The contractor is responsible

for all meter fees associated with this project, and shall complete the work in

accordance with all Columbus Water Works specifications for backflow preventers

and vaults.



3. Various Types of Patches & Emblems (Annual Contract) ? RFB No. 11-0051

Scope of Bid

Provide various types of patches and emblems on an ?as needed basis? to the

Public Services Department, Columbus Fire & EMS Department, Columbus Police

Department, the Marshal?s Department, the Sheriff?s Department, Metra Transit

and Muscogee County Prison. The contract period will be for three years with

the option to renew for two additional twelve-month periods.



4. Hydraulic Excavator ? RFB No. 11-0059

Scope of Bid

Provide one (1) hydraulic excavator to be used by the Rainwater Division of the

Public Services Department.



5. Britt David Concession Stand Improvements ? RFB No. 11-0066

Scope of Bid

Provide improvements to the concession stand at Britt David Park, which is

located at 2700 West Britt David Road, Columbus, GA. The work includes (but

is not limited to) pressure washing, replacing and painting exterior wood;

pressure washing and resealing any holes in the exterior concrete; and

resealing windows, and doors.
