SUBJECT: FY 16 Local Government & Improvement Grant (LMIG) for

Forrest Road Widening Project

Recommendation: Approval is requested to accept a FY 16 Local Government &

Improvement Grant (LMIG) from the Georgia Department of Transportation (GDOT)

for the Forrest Road Widening Project Phase I.



Background: LMIG is the Georgia Department of Transportation program

that replaced the County Contracts. The Forrest Road Widening Project Phase I

is recommended to be the project submitted for FY 16 LMIG Funds in order to

cover the added cost for construction from the original budget. Right of Way is

complete and final plans and permits are being obtained.



Analysis: It is necessary to execute the attached LMIG Agreement for 2016 to

the Georgia Department of Transportation (GDOT) in order to proceed forward

with the project. Utilities are currently being relocated in anticipation of

the project. Road construction is expected to start within the first quarter

of the year.



Financial Considerations: The LMIG Agreement will provide approximately $1.5

million to the City for funding improvements. The LMIG funding will supplement

approximately $3,503,324.20 in the 2010B Bonds Forrest Road Phase 1:

Woodruff/Floyd to Schatulga Road for a total estimate of $5.0million.



Projected Annual Fiscal Impact Statement: Normal maintenance of the roadway is

already a City responsibility.



Legal Considerations: Council must approve this action by resolution.



Recommendations/ Actions: Approve the resolution to accept a FY 16 Local

Government & Improvement Grant (LMIG) from the Georgia Department of

Transportation (GDOT) for the Forrest Road Widening Project.













A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE FY 16 LOCAL

MAINTENANCE & IMPROVEMENT GRANT (LMIG) WITH THE GEORGIA DEPARTMENT OF

TRANSPORTATION (GDOT) FOR THE FORREST ROAD WIDENING PHASE I PROJECT.

WHEREAS, the City is proposing Widening of Forrest Road Phase I from Woodruff

Farm Road/Floyd Road to Schatulga Road and staff identified this project as

the one to be submitted to GDOT for FY16 LMIG funding; and,

WHEREAS, it is necessary to execute the attached LMIG agreement (becoming part

of this Resolution) to the GDOT; and,

WHEREAS, the GDOT is paying approximately $1.5 million toward this project

estimated at $5.0 million, the balance to be paid by the City.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute the FY 16 Local

Maintenance & Improvement Grant (LMIG) with the Georgia Department of

Transportation (GDOT) for Forrest Road Widening Phase I.
