MINUTES # 09-08



The Columbus, Georgia, Board of Tax Assessors met Monday, March 17, 2008 at

9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor

Richard Stallings, Assessor Ann Grantham and Pat Hunter present. Also present

was Chief Appraiser Betty Middleton.



Assessor Ann Grantham made the motion to approve Min#08-08; Assessor Richard

Stallings seconded the motion; motion carried unanimously.



The Board signed assessment corrections for real estate.



The Board reviewed and approved VA letters of application for VA homestead

exemption for 2008 (095 031 012, 092 020 014, 098 006 013, 115 008 021, 120 007

038) and 2007 (071 022 041).



Met with Bishop Sanders regarding Apostolic Church of Promise, Inc. requesting

non-taxability for properties located on Colorado Street (Parcel ID 050 013

004 & 005). Bishop Sanders said the property has been used as a church and for

parking since purchased in 2006. Assessor Ann Grantham made a motion to grant

tax exempt status for 2008; Assessor Pat Hunter seconded the motion; motion

carried.



Met with Pastor Jones and Mrs. Jackson representing One Way Deliverance Family

Worship Ministries Inc. regarding a request for non-taxability for property

located at 2982 & 2988 Martin L King Blvd (Parcel ID 049 011 002 & 003). Pastor

Jones said they purchased the property in January 2007 and have been repairing

the buildings and are using Parcel ID 049 011 003 for church services. He said

they are still working on the building located on Parcel ID 049 011 002.

Assessor Pat Hunter made a motion to grant tax exempt status for Parcel ID 049

011 003 for 2008; Assessor Richard Stallings seconded the motion, motion

carried. The Board is requesting further review of Parcel ID 049 011 002 before

making a decision.



Met with Mr. Riddle and Mr. Goshea to discuss a Continuous Improvement Project,

which had been assigned to them by the City Manager for a study of processing

map splits. Mr. Riddle apprised the Board of the different interviews conducted

with the staff. Mr. Riddle wanted to know if the Board had any input for the

report. The Board told Mr. Riddle that their function was to review information

the staff presented to them and approve the values, that they are not involved

in the daily working process. Mr. Riddle said he was writing his report and

when completed, he would present it to Chief Appraiser Betty Middleton before

giving it to the City Manager. He said it also would contain his

recommendations and is up to the City Manager to act on it.

Chief Appraiser Betty Middleton apprised the Board of two applications received

for houses in the Enterprise Zone, which will be signed beginning the abatement

in 2008.

Value Adj (Multiple Years): 2

2008 Field Reviews: 17

2008 Data Corrections: 5

2008 Revaluations: 2

2008 Condo Reval: 1



The Board approved tax exempt status for parcel ID 028 019 013 and 048 013 004.



Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 6(-)

Appeal: 3(-)

Freeport Applications: 8 (Approved)

1 ( Denied)
