CITY MANAGER'S AGENDA

I. INCREASE MUNICIPAL COURT JURISDICTION:



Approval is requested to add item #20 to the 2018 Legislative Agenda to

request local legislation to increase the civil jurisdiction of the Municipal

Court of Columbus from $15,000 to $50,000.





II. AMENDMENT TO RESOLUTION NO. 92-14, COMPLETE STREETS POLICY:



Approval is requested to adopt the proposed amendments to the local

Complete Streets Policy resolution. The proposed amendment calls for three

major changes to the policy that will strengthen the policy, allowing for more

transparency and accountability. The three proposed changes are as follows:



1. Adopt specific engineering design guidelines for the application

of bike, pedestrian, and transit facilities; including acknowledging the role

that aesthetic design can have for encouraging safe and welcoming streets.



2. Create a committee to publicly address and make transparent the process of

how CCG/GDOT decide which roadways may be feasible for Complete Street

implementation. This committee shall abide by objective, quantifiable,

criterion when evaluating a corridor for the feasibility of a complete streets

application.



3. This committee shall report a status update to the public on the state of

complete streets project implementation and other metrics that are crucial to

monitoring and allowing stakeholders to have the data and information available

to them in order to help direct public discourse.







III. LEASE AGREEMENT - 919 LAWYERS LANE AND 2401 BUENA VISTA ROAD:



Approval is requested to renew a lease agreement with New Horizons to lease the

buildings located at 919 Lawyers Lane and 2401 Buena Vista Road for $3,394 per

month for an additional five (5) years. There will be no cost burden to the

City. The tenant pays the City $55.87 per month for maintenance and property

insurance. The tenant will be responsible for phone, utilities, liability

insurance, etc.

IV. UNUSED SICK LEAVE:



Approval is requested to authorize a payment of $365,000 from the FY18 budget

to employees for unused sick leave in accordance with 16B-15-6(2) of the

Columbus Code of Ordinances.





V. COLLATERALIZATION METHOD CHANGE:



Approval is requested authorizing the City?s participation in the

State?s Pooled Secure Deposit Program for the collateralization of public funds.

VII. 2017-18 VICTIMS OF CRIME ACT (VOCA) CONTINUATION GRANT: Add-On



Approval is requested to submit and if approved, accept a grant for

$349,897 or as otherwise awarded from the Criminal Justice Coordinating Council

of Georgia along with $68,874 from the 5% Crime Victim Surcharge Fund allocated

in the FY18 Budget to provide funding for Crime Victim Assistance in the

Chattahoochee Judicial Circuit from October 1, 2017 to September 30, 2018.

Along with an additional In-Kind Match of $18,600 to be contributed by

volunteer hours, it is requested that the multi-governmental fund be amended by

the amount awarded plus the local match.





VIII. 2017-18 VICTIMS OF CRIME ACT (VOCA) COMPENSATION GRANT: Add-On



Approval is requested to submit and if approved, accept a grant for

$48,649 or as otherwise awarded from the Criminal Justice Coordinating Council

of Georgia allocated in the FY18 Budget to provide funding for Crime Victim

Assistance in the Chattahoochee Judicial Circuit from October 1, 2017 to

September 30, 2018. This Compensation Advocate Grant has a Match Waiver so

there is no request for either a cash match or an In-Kind match. It is

requested that the multi-governmental fund be amended by the amount awarded.

1. Muscogee County Jail Kitchen Floor Refurbishment ? RFB No. 18-0021

A Mandatory Pre-Bid Conference/Site Visit is scheduled for 9:00 AM (Eastern) on

Wednesday, November 15, 2017. Vendors shall convene in the Ground Floor

Conference Room of the Government Center Annex, which is located 420 Tenth

Street, Columbus, GA, 31901, before proceeding to the work area. Vendors will

be allowed a 10-minute grace period. Any vendor who is not present in Ground

Floor Conference Room of the Government Center Annex, within 10 minutes after

the time slated for the beginning of the mandatory pre-bid conference/site

visit, shall not be allowed to participate any further in the bid process.



November 29, 2017

1. Muscogee County Jail Kitchen Floor Refurbishment ? RFB No. 18-0021

Scope of Bid

This project includes removal and reinstallation of all kitchen equipment as

necessary to demolish existing floor and install new flooring system;

connection of temporary kitchen trailers to utilities; construction of decking

around temporary kitchens; and removal of existing jail floor and installation

of new flooring system. Alternate #1 consists of Modifications to Recorder?s

Court and Alternate #2 consists of Expansion of the Public Defender?s Office.



2. Fall Protection System for Columbus Civic Center ? RFP No. 18-0011

Scope of RFP

The project will consist of designing, furnishing, and installing an Engineered

Horizontal Lifeline System at the Columbus Civic Center. No later than five

(5) business days before the proposal due date, vendors desiring to do so may

schedule a site visit to view and measure the work area. To schedule the site

to complete the project.



December 1, 2017

1. On-call Services for Installation or Replacement of Storm Sewer / Combined

Sewer Systems Located throughout Columbus, Georgia (Annual Contract) ? RFP No.

18-0013

Scope of RFP

Install or replace elements of storm sewer / combined sewer systems located

throughout Columbus-Muscogee County, on an as-needed basis. The term of the

contract shall be for two (2) years, with the option to renew for three (3)

additional twelve-month periods.



December 6, 2017

1. Pressure Washing Services (Annual Contract) ? RFB No. 18-0022

Scope of RFP

Provide pressure washing services for the Ultraply 78+ membrane roof of the

Columbus Civic Center. The term of the contract shall be for two (2) years,

with the option to renew for three (3) additional twelve-month periods.



December 8, 2017

1. Debt Collection Services (Annual Contract) ? RFP No. 18-0007

Scope of RFP

Provide debt collection services on an as-needed basis. The services shall

maximize collections of delinquent accounts, which includes but are not limited

to landfill collections, parking, false alarms, ambulance, demolition liens,

etc.



The contract term shall be for two (2) years with option to renew for three (3)

additional twelve-month periods.
