SUBJECT: Demolition of the old Animal Shelter/7110 Sacerdote Lane
It is the intent of this department to demolish the old animal shelter located
at 7110 Sacerdote Lane beginning March12, 2009, with a completion date of March
31, 2009. The reasons for demolishing the building are:
The location of this facility has become a security risk for Jack T. Rutledge
Correctional Facility. Currently, this facility patrols around the prison,
which includes the backside of the old animal shelter. Various incidents have
occurred due to this area being a blind spot for their officers, i.e. cell
phones, marijuana and other contraband being tossed over the fence in an
attempt to reach inmates.
This building is over 35 years old. The maintenance issues we incurred while
being housed in this building were constant and costly. The boiler system and
the HVAC system would go out from time to time, mainly due to age. Portions of
the building had cinder block walls, metal guillotine doors, and other major
infrastructure for this building is damaged and would be costly to repair.
The annual maintenance costs, without labor is approximately $3,250. The
combined utility costs would be over $19,000.00 annually and to repair the
building for continued use as an Animal Shelter as determined by the Department
of Agriculture would be in excess of $37,000.00.
This building has been used as the City?s Animal Care and Control Shelter for
over 35 years. It is antiquated, dilapidated and in my opinion needs to be
demolished.
Please advise if you have any objections and/or concerns with demolishing this
building by March 11, 2009.
