Board Meeting Minutes
November 2, 2011

A meeting of the Land Bank Authority Board was held on November 2, 2011 in the
Ground Floor Conference Room of the Columbus Consolidated Government Center.

Board Chair Justin Krieg called the meeting to order. A Quorum was present.
Board Member Thomas Gristina made a motion to approve the October 2011 Board
Meeting Minutes. Board Member Carson Cummings seconded the motion. The motion
passed.
New Member Update
Board Chair Justin Krieg said he is waiting for confirmation that the new Land
Bank Authority Board Member Lance Hemmings has been sworn in.
Side-Lots/Adopt-a-Lot Programs Applications
The Side-Lots Program would give the applicant ownership of the property with a
transfer from the Land Bank Authority. With the Adopt-a-Lot Program the Land
Bank Authority will retain ownership of the property. The proposed
applications for both programs was handed out at the last meeting. Costs and
fees for the properties retained by the Land Bank need to be reviewed. Any
properties that the City is maintaining would require a foreclosure to get
ownership transferred to the Land Bank Authority. Board Chair Justin Krieg
will follow up with the attorney.
A motion to accept the Adopt-a-Lot Program was made by Board Member Thomas
Gristina and seconded by Board Member Carson Cummings. The motion passed.
An outline of the program will be developed to go with the application.
The Board discussed the development of a website promoting the programs and
putting together a press release. It was suggested the Board contact the City?s
website development staff for assistance and add to the City website which
would include the applications for the programs. David Arrington said he will
check into the website development and bring information to the next meeting.

Habitat for Humanity Property Transer/Press Release
The transfer of 8 properties to Habitat for Humanity for their spring
Collegiate Build has been completed with all of the documents signed.
A joint press release with Habitat for Humanity and the Land Bank Authority
will be published on November 8th. Board Chair Justin Krieg gave a copy of the
release to everyone for review
In-Rem Foreclosure Ordinance Adoption
Board Chair Justin Krieg asked David Arrington if he knew if the In-Rem
Foreclosure Ordinance was going to be on the Council Work Session Agenda on
November 29th. Board Chair Justin Krieg said he would send an email to the
City Manager requesting placement on the Work Session agenda.
Accept Transfer of NSP Property ? 2423 Clover Lane
This item was not discussed by the Board and will be reviewed at the next
meeting.
Old/New Business
The Land Bank Authority has the addresses of 5 properties to be transferred
from NeighborWorks Columbus to the Land Bank Authority. Board Chair Justin
Krieg will meet with attorney Jacob Beil to discuss the contract outline to
include ongoing maintenance. Board Member Justin Gristina will schedule the
meeting.
The next Land Bank Authority Board Meeting will be on Wednesday, December 7,
2011.
