SUBJECT: Center for Community Progress ? Application for Scholarship
Program
INITIATED BY: Community Reinvestment Department
Recommendation: Approval is requested to apply and enter into an agreement
with the Center for Community Progress, and amend the Multi-Governmental Fund
by up to $20,000 for the local match requirement, to receive up to 400 hours of
technical assistance to assess, reform, develop, and/or implement systems to
address large-scale vacancy and abandonment within the community.
Background: The Center for Community Progress is requesting applications for a
Technical Assistance Scholarship Program to be submitted by November 17, 2016.
If awarded, the scholarship could provide up to 400 hours of technical
assistance to assess, reform, develop, and/or implement systems to address
large-scale vacancy and abandonment within the community. Scholarship
recipients receive technical assistance from a team of national experts that
specializes in relevant aspects of vacant, abandoned, and problem property
reclamation.
Analysis: The City could receive up to 400 hours of technical assistance to
assess, reform, develop, and/or implement systems to address large-scale
vacancy and abandonment within the community. This technical assistance will
assist the City in the development of best practices that address the full
cycle of property revitalization, from blight prevention, through the
acquisition and maintenance of problems properties to their productive reuse.
Financial Considerations: There is up to a $20,000 match requirement which can
be funded using Community Development Block Grant (CDBG) funds. There will be
no impact on the general fund.
Legal Considerations: The City Attorney will review all agreements prior to
obtaining the City Manager?s signature.
Recommendations/ Actions: Approve the attached Resolution authorizing the City
Manager to apply for and accept a technical assistance scholarship from the
Center for Community Progress, and amend the Multi-Governmental Fund by up to
$20,000 for the local match requirement, to assist the City in addressing
property vacancy and abandonment.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT A TECHNICAL
ASSISTANCE SCHOLARSHIP FROM THE CENTER FOR COMMUNITY PROGRESS, AND AMEND THE
MULTI-GOVERNMENTAL FUND BY UP TO $20,000 FOR THE LOCAL MATCH REQUIREMENT, TO
ASSIST THE CITY IN ADDRESSING PROPERTY VACANCY AND ABANDONMENT.
WHEREAS, the Center for Community Progress serves as the leading resource for
local, state and federal policies and best practices that address the full
cycle of property revitalization, from blight prevention, through acquisition
and maintenance of problem properties, to their productive reuse; and,
WHEREAS, the Center for Community Progress has made available up to 400 hours
of technical assistance for applicants seeking to reform, develop, and/or
implement systems to address large-scale vacancy and abandonment in their
respective communities; and,
WHEREAS, the Center for Community Progress requests a financial commitment
from the selected scholarship recipient in an amount up to $20,000 for the
local match requirement, depending on the scope of the technical assistance
granted; and,
WHEREAS, the Columbus Consolidated Government must submit an application to
the Center of Community Progress no later than November 17, 2016 to be
considered for technical assistance.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
The City Manager is authorized to apply for and accept a technical assistance
scholarship from the Center for Community Progress, and amend the
multi-governmental fund by up to $20,000 for the local match requirement, to
assist the City in addressing property vacancy and abandonment.
